    Description

    The Department of Foreign Affairs, Trade and Development (DFATD) through this Request for Supply Arrangements (RFSA), intends to establish and maintain Supply Arrangements (SAs) for Technical Services related to various Sectors in support of DFATD’s international development programs and projects. DFATD will use SAs as procurement vehicles for the provision of consulting and professional services arising on an ‘as and when required’ basis and related to DFATD’s international development programs and projects.

    Bidders are invited to submit Proposals to qualify one (1) or multiple Proposed Individuals capable of providing services described in Part I - Section 4: Generic Terms of Reference in the context of a Sector.

    A Bidder can be an individual, or a firm presenting one (1) or more Proposed Individual(s) to be qualified under SA.

    An SA is not a contract for the provision of services. Neither DFATD nor the SA Holder is legally bound as a result of signing an SA.

    DFATD intends to conduct SA Refreshes on a yearly basis.

    DFATD reserves the right to refuse any or all proposals received.

    WORKING LANGUAGE OF THE PROJECT

    Language of work

    The Qualified Individuals must have at a minimum the following level of proficiency in English.

    English: Oral: 4

    Reading: 4

    Writing: 4

    The definition associated with the language requirements can be found in Annex 1 - Description of Language Scales/Levels, under Section 4 of the Request for Supply Arrangement.

    Additional language requirements may be further specified in the specific terms of reference of resulting contracts, according to specific project/program needs.

    DESCRIPTION OF SERVICES

    DFATD requires the services of consultants to provide expert technical services and to undertake diverse tasks in order to support DFATD’s Programming Branches contributing to blended finance initiatives. DFATD’s programming in the blended finance Sector is implemented through various types of specialized financial instruments.

    Specifically, DFATD requires expert advice and guidance, related to: due diligence; financial (cash flow) forecast models (Financial Model); and, negotiations of Innovative finance instruments. This expertise is particularly important in the areas of decision-making, due diligence and risk assessment, documentation, and post-commitment monitoring, in a way that minimizes DFATD’s fiduciary risk, preserves reputational capital, ensures oversight and auditability, and makes efficient use of resources.

    BIDDERS CONFERENCE

    A bidders’ conference will be held on January 9, 2020.

    CONSULTANT PROFILE

    As outlined in the RFSA Evaluation Criteria DFATD is seeking to qualify individuals based on Academic and Professional Qualifications, Sectoral Experience, Sectoral Experience in International Development, and Demonstrated Capabilities.
