    Description

    WORK DESCRIPTION

    Parks Canada intends to retain the services of a general contractor to carry out the Papineau House conservation project.

    The contract will take place at Louis-Joseph Papineau National Historic Site located at 440 Bonsecours Street in the heart of Old Montreal, Montreal, Quebec, H2Y 3C4.

    The work covered by this contract includes, but is not limited to, the following works:

    1. Restoration of masonry on facades, interior walls, party walls and foundation walls.

    2. Replacement of all tinned copper roof coverings and other roof elements, including the

    installation of heating cabling.

    3. Restoration of all woodwork (facade, doors, windows, etc.)

    4. Installation of a new gutter system

    5. Demolition of the double garage

    6. Drainage work on the inner courtyard

    7. Some decontamination work

    To assist with bonding and insurance requirements, this project is estimated at a value between $1,000,001 > $5,000,000, Taxes extra.

    Period of Contract / DELIVERY DATE

    The Contractor shall perform and complete the Work by Mai 30, 2021.

    MANDATORY CRITERIA

    Bidders must demonstrate with their bid that they meet the mandatory requirements. Refer to Appendix 3 for details.

    SECURITY REQUIREMENT

    There is no security requirement associated with this bid solicitation.

    optional SITE VISIT

    It is recommended that the Bidder or a representative of the Bidder visit the work site.

    Interested bidders are to meet on January 30, 2020 at Maison Papineau, 440 rue Bonsecours, Montréal, Québec, H2Y 3C4. The site visit will begin at 10:30AM local time.

    Bidders are requested to communicate with the Contracting Authority no later than January 28, 2020 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    ENQUIRIES

    All inquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business/calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
