    Funding Mechanism: Contract

    MAXIMUM CONTRACT VALUE:

    Multiple contracts could result from this Challenge.

    The maximum funding available for any Phase 1 contract resulting from this Challenge is $150,000.00 CAD excluding applicable taxes, shipping, travel and living expenses, as required, for up to 6 months (excluding submission of the final report).

    Estimated number of Phase 1 contracts: 2

    The maximum funding available for any Phase 2 contract resulting from this Challenge is $600,000.00 CAD excluding applicable taxes, shipping, travel and living expenses, as required, for up to 24 months (excluding submission of the final report). Only eligible businesses that have successfully completed Phase 1 will be considered for Phase 2.

    Estimated number of Phase 2 contracts: 1

    This disclosure is made in good faith and does not commit Canada to contract for the total approximate funding. Final decisions on the number of Phase 1 and Phase 2 awards will be made by Canada on the basis of factors such as evaluation results, departmental priorities and availability of funds.

    Problem Summary Statement

    Global Affairs Canada is seeking a solution that will aid in the purification of air in areas around GAC buildings where there is excessive smoke and exhaust exposure.

    Problem Statement

    Many GAC employees have complained about exposure to cigarette smoke and exhaust fumes while waiting for the shuttle at 200 Promenade du Portage. In this same area, the smoke and fumes seep into the building through the doors. The exhaust fumes come from the bus stop nearby and from the cars and trucks passing on the road near the shuttle stop. Cigarette smoke comes from employees smoking outside of the building. The area in questions is outdoors, covered, and, mostly, walled in with very little natural light.

    We would like to find an innovative solution that would act as an external air purifier. The solution would reduce air pollution and improve air quality around the shuttle and bus park areas. In addition, the solution would have the potential to be used in other areas with air quality issues at all GAC buildings in Canada and around the world. GAC has 13 buildings in Canada and more than 100 around the world. This innovation would see a comfortable and eco-friendly solution for employees.

    Outcomes and Considerations

    Essential (Mandatory) Outcomes

    Proposed solutions must:

    1. significantly reduce air pollution in the shuttle stop area
    2. not produce GHG emissions or other toxic products when operating
    3. be energy efficient
    4. be of a reasonable size to fit in the shuttle stop area (10 m by 25 m) and still allow the area to function as a shuttle stop
    5. be simple and user friendly
    6. be low maintenance (does not require more than one hour per month to maintain)
    7. be visually appealing to GAC
    8. not require cleaning out of captured smoke and fumes
    9. be able to function in low light
    10. have a noise level of less than 70 decibels.
    11. be able to function outdoors and year round; be functional in temperature range -35 degrees Celsius to +35 degrees Celsius); be water proof

    Additional Outcomes:

    Proposed solutions should:

    1. be fitted with seats
    2. be fitted with a canopy to shield from rain and strong wind for use in less sheltered areas

    Background and Context

    There is currently no set approach in place to deal with the specific challenge as outlined. However, innovations are beginning to appear in Europe and Asia that show the interest and determination for external air purification. No solution seems to currently exist in Canada and the solutions that exist in Europe and Asia are expensive and impractical. Global Affairs Canada, however, envisions a product that purifies the air faster and more effectively.
