    Description

    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of potential project with anticipated security requirements to provide interested consultants and sub-consultants an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.

    Description of the Project

    This project will deliver a Software as a Service (SaaS) solution to increase the effectiveness of current contract management processes. The software will be available in both English and French. Users will be able to access the application from any worksite using a phone, tablet, laptop or office desktop.

    Description of the Services

    There are two (2) distinct software applications requirements, referred to as Tier 1 and Tier 2. Consultants may provide proposals for either tier or for both tiers.

    Tier 1: Mobile Application for Contract Quality and Task Management:

    • Functionality that allows users to document site observations (through notes, checklists and photos), generate inspection reports and manage follow on tasks
    • Data hosting services
    • Customer training and support
    • Professional services for customization (if required)
    • Integration with DCC’s Laserfiche document management system
    • a 3-year contract for Tier 1 is estimated at $490,000

      Tier 2: Mobile Application for Comprehensive Contract Management:

    • Functionality that allows users to document site observations (through notes, checklists and photos) and generate inspection reports
    • Functionality that that allows for the management and tracking of contract documents, drawings, submittals deficiencies (non-conformance) and related communication/ collaboration between stakeholder groups
    • Data hosting services
    • Customer training and support
    • Professional services for customization (if required)
    • Integration with DCC’s Laserfiche document management system
    • a 3-year contract for Tier 2 is estimated at $1,870,000

    It is anticipated that this procurement will be initiated in Spring/Summer of 2020. This is conditional on the project receiving approval to proceed.

    Security Requirements

    1. Consultants will be required to hold a valid Designated Organization Screening (DOS) with approved Document Safeguarding at the level of PROTECTED B, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
    2. Consultant personnel requiring access to PROTECTED information, assets or site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
    3. The Consultant MUST NOT utilize its Information Technology systems to electronically process, produce or store PROTECTED information until the CSP, PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed at the level of PROTECTED B (including an IT Link at the level of PROTECTED B).
    4. Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).

    Process

    Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for these procurements can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to March 12, 2020 quoting the following information:

    • Contract number DCC-CM-001; and
    • Level of clearance requested to be sponsored for.
