    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    Provide Facilities Maintenance and Support Services for British Columbia.

    Description of the Services

    The services for this project may include but not necessarily limited to:

    Preventative and corrective maintenance activities spanning a suite of hard and soft services:

    Hard Services:

    Exterior Building - Building Envelope Maintenance

    Interior Building

    HVAC Systems

    Plumbing Systems

    Electrical Systems

    Elevators, Cranes, and Lifting Systems

    Door Systems

    Fire Prevention Systems

    Facility Access Requirements

    Soft Services:

    Emergency Response Plan

    Integrated Pest Management Control

    Environmental Compliance

    Waste Disposal

    Cleaning and Janitorial Services

    Snow and Ice Clearing Services

    Roads & Grounds Services

    RTA (Range and Training Area) Services

    Computerized Maintenance Reporting System

    The approximate estimated cost for this project is $25,000,000.00 over five (5) years with the potential to have two (2) three (3) year extensions and an increase in value of up to $34,000,000.00. The total potential opportunity is in order of $59,000,000.00.

    It is anticipated that this procurement will be initiated in Summer 2020. This is conditional on the project receiving approval to proceed by DND.

    Security Requirements

    Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html

    Contractors are asked to submit their request prior to April 06, 2020 quoting the following information:

    • Contract number 72302; and
    • Level of clearance requested to be sponsored for.
