The maximum email file size that Parks Canada is capable of receiving is 6 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size. Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.
REQUIREMENT
Parks Canada requires security, patrolling and administrative compliance services in Wasagaming Campground, Clear Lake Campground, and within and around the Wasagaming Townsite in Riding Mountain National Park. The services include but are not limited to informing and educating the public regarding Parks Canada Agency regulations and policy with regards to user and recreational activities, keeping public peace and ensuring administrative compliance with Parks Canada Agency regulations and Riding Mountain National Park policy. Patrols may be carried out on foot, bicycle, or in an automobile clearly marked as a security vehicle.
Bidders should provide an Indigenous Benefits Plan. The plan will provide detail on sub-contracting, skills development, and employment activities. The plan must provide details on how each transaction will be carried out, the proposed objectives and schedule, required resources, any dependencies, and what benefits (employment, skills development, or other) will be provided.
Period of Contract
The period of the Contract is from May 14, 2020 to May 01, 2021 inclusive.
OPTIONAL SITE VISIT
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at the Administration Building – 135 Wasagaming Drive, Onanole MB R0J 1N0 on March 10, 2020. The site visit will begin at 10:00 CDT.
Bidders are requested to communicate with the Contracting Authority no later than March 09, 2020 at 13:00 MDT to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.
ENQUIRIES
All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.
Enquiries regarding this bid must be submitted in writing and should be received no later than seven (7) calendar days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
INFORMATION:
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
