Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Defence Construction Canada (DCC) on behalf of the Department of National Defence (DND) will retain a firm for the provision of consulting services for, but not limited to Industrial Hygiene and Occupational Health and Safety services (IH-OHS).
IH-OHS services are required to carry out work related to occupational health hazards identification, risk assessment, and exposure evaluations throughout British Columbia and units related to Formation Safety and Environment (FSE) and Real Properties Operations Unit Pacific (RPOU(P)).
Description of the Services
The scope of services may include the following:
- Occupational Health hazards identification, risk assessment, and exposure evaluation;
- Indoor air quality investigations, with potential for ambient air and emissions testing;
- Workplace exposure assessments;
- Sound level surveys and noise exposure assessments;
- Industrial hygiene and or occupational hygiene consultant services;
- On-site supervisory and consultant services related to IH-OHS;
- Occupation health reports;
- Services related to awareness, training, seminars, reference materials and communiques for communication purposes to employees;
- Recommendations and estimation for control methods (elimination, reduction, PPE, medical surveillance / evaluation, and administration).
Additional IH-OHS services may be added that are not listed above.
It is estimated the contract will expend approximately $1,000,000 over four years. It is anticipated that this procurement will be initiated in summer of 2020. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants are asked to submit their request prior to April 21, 2020 quoting the following information:
- Contract number 2019RPOU(P)-002; and
- Level of clearance requested to be sponsored for.
