    REQUEST FOR QUALIFICATION FOR THE 599 TREMBLAY ROAD DEVELOPMENT – LEASE-LEASEBACK PROCUREMENT, PROJECT No. 5225-2-2020-5

    Public Works and Government Services Canada (PWGSC), as a provider of office space to federal departments and agencies, invites applicants to submit a Response to a Request for Qualifications (RFQ) for the purpose of being invited to participate in a subsequent Request for Proposals (RFP) process for the development of 599 Tremblay Road in the City of Ottawa, Canada.

    Summary of the Project

    PWGSC intends to complete the development by way of a lease-leaseback procurement with a minimum twenty-five (25) year lease term. The development is to include 135,000 usable square metres of highly sustainable buildings in a campus setting comprised of general-purpose office, retail, and special purpose space as well as associated supporting infrastructure requirements including parking.

    • Location:

    The site comprises approximately 3.2 hectares of land. North and running parallel to Tremblay Road is Highway 417. Situated on the other side of the highway is a larger regional shopping center, the St. Laurent Center. Between Highway 417 and the St. Laurent Center is the St. Laurent Transit Station, which includes light rail, conventional bus routes, and ParaTranspo, which will ultimately be linked to the site by a pedestrian foot-bridge. The site is to remain in federal ownership and certain design requirements will apply.
    PWGSC will hold a non-mandatory information session for potential Respondents on May 7, 2020. Specific details on this information session can be found in the RFQ. The information session will take place by webcast.

    • Real Property Agreements

    The lease-leaseback procurement will include Real Property Agreements in respect of the design, construction, fit-up, financing, leasing and property and facility management.

    • Invitation Process

    The Project will be procured using a two-stage approach as follows:

    1. The first stage will be a Request for Qualifications (RFQ) intended to qualify up to five Respondents. It will require Respondents to demonstrate their experience and expertise in the design, construction, financing and property and facility management for similar facilities; and
    2. The subsequent Request for Proposals (RFP) will be open solely to the qualified Respondents and will seek detailed designs and approaches as well as a firm price offer.
    • Submission of Responses

    Respondents must deliver their Responses to the address listed in the RFQ and should submit their responses in a sealed package with the name of the Respondent, the name of the Project and the Project Number (5225-2-2020-5) clearly stated on the exterior of the package.

    • Security Requirement

    Respondent team members will not require a security screening to work on a RFQ submission. If the RFQ results in a RFP, a Proponent will have to hold a valid security clearance, approved and granted by the Canadian Industrial Security Directorate (CISD) of PWGSC, prior to award, as described in the RFQ and later in the RFP.

    All parties interested in this potential procurement are advised to carefully review the security requirements in the RFQ and to obtain the security clearance(s) in advance. Information regarding security clearances can be obtained on the website of the CISD/ PWGSC at http://ssi-iss.tpsgc-pwgsc.gc.ca.

    PWGSC shall not be responsible if required security screenings are not obtained in an appropriate time frame by any Respondent or Proponent.
