    Description

    Following the Invitation to Qualify (ITQ) process, the Government of Canada is now moving on to the Bidding Phase of the procurement process for the Parks Canada Reservation Service version 3 (PCRSv3) requirement, which includes the issuance of a Request for Proposal (RFP).

    In accordance with the terms and conditions of the ITQ, only the Qualified Suppliers can participate in the Bidding Phase of the procurement process. This process may or may not lead to a contract.

    The Solicitation documents were sent directly to the Qualified Suppliers listed below on April 14, 2020.

    Description of Work:

    The Department of Public Works and Government Services Canada (PWGSC) on behalf of Parks Canada Agency (PCA) is looking to procure a new reservation service to allow visitors to reserve accommodations, camping, equipment and experiences as well as purchase their entry pass, merchandise, or other products through a variety of digital platforms. This service, known as the Parks Canada Reservation Service (PCRS), will be delivered through a combination of services that will make up the reservation service and subsequently be referred to as the Solution. The Solution must also allow Visitors to quickly access their account and adjust their travel plans. In addition, the Solution must be an effective and efficient tool for PCA Staff to manage and communicate the high quality experiences offered to Visitors and better understand how they visit PCA places. The Parks Canada Reservation Service (PCRS) must also include training and professional services.

    The Solution must include a full range of reservation services including but not limited to:

    (a) Public Facing Website (online reservations);

    (b) Call centre (for visitors to call and make reservations);

    (c) Employee-facing interface and Inventory Management (check in/check out inventory); and

    (d) Administration (financing and reporting).

    The Parks Canada Reservation Service Solution will be delivered through a Software as a Service (“SaaS”) delivery model, allowing Canada to access and use the Solution which is hosted by the Contractor. The Contractor will provide all Services required for Canada to access and use the Solution as specified in the Statement of Requirement.

    This requirement is intended to result in the award of one contract.

    The anticipated period of the resulting contract is broken down as follows:

    • Initial contract period of six (6) years including one (1) year for the Project Phase plus a five (5) year period for the Operational Phase;
    • Five (5) one-year irrevocable option periods allowing Canada to extend the term of the contract; and
    • A Transition-Out Phase, which will begin 120 calendar days prior to the end of the Operational Phase and extend the Contract period by of 90 calendar days beyond the Operational Phase under the same terms and conditions to ensure the required transition.

    A portion of the Work to be performed under the Contract will be on an “as-and-when-requested basis” using a Task Authorization (TA). The Work described in the TA must be in accordance with the scope of the Contract.

    Minimum Corporate Security Required: Designated Organization Screening (DOS) – Protected B.

    Personnel Security Screening: Reliability Status.
