    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    Introduction

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen-calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on the Defence Construction Canada’s electronic tendering service in order to award the contract.

    Background

    DND’s Real Property Spatial Data Warehouse (RPSDW) currently includes the functionality to interactively view high resolution street level panoramic imagery combined with a LiDAR surface model (enabling 3D measurements, vector data extraction, etc.). The implementation of this capability on-premise on DND I.T. infrastructure includes a complete system of proprietary tools and plug-ins (Cyclomedia Atlas Web Server, StreetSmart plugin for AutoCAD suite) incorporated into DND’s GIS/CAD software platforms to provide interactive 3D imagery.

    Current Requirements

    With an imagery visualization system in place, DND will be populating the existing warehouse with street-level 360-degree panoramic panchromatic 3D LIDAR imagery and derived vector data compatible with the implemented system. DND intends to establish a contract for data capture at select DND sites across the country. 

    1. Capturing terrestrial LIDAR and panoramic imagery at select DND sites across Canada. This must be done in a mass data capture system of survey grade quality.
    2. Technical specifications for Mobile LIDAR: Mobile LIDAR Technology capable of capturing 360 degree panoramic panchromatic LIDAR imaging of survey grade quality, with a minimum positional accuracy of 10cms and relative accuracy of 2cms with an image quality at a minimum distance of 25m reading 9cm text. The LIDAR imagery should have the capability of synchronizing the LIDAR and panoramic, panchromatic images producing colour renderings of the terrestrial features. A privacy filter must be applied to protect individual identities and vehicle license plates.
    3. Data must be delivered in a Cyclomedia data format compatible with DND’s currently deployed GIS/CAD software platform systems (Cyclomedia Atlas Web Server and StreetSmart plugin for AutoCAD suite).
    4. Vector data extraction on an as required basis for select DND sites. A set of target features will be provided upon call up.

    The Intellectual property arising from this contract will rest with the Crown (Copyright).

    Contract Period

    The work is expected to begin on Summer/Fall 2020 up to and including 31 Mar 2022, with an option to renew the contract period for three additional one-year periods (01 April 2022 to 31 March, 2025).

    Qualifications

    To fulfil the requirements of the contract the person or firm must have the following qualifications and experience:

    1. Ability to perform mass data capture of terrestrial LIDAR and panoramic imagery at select DND sites across Canada. Remote DND sites inaccessible by road will not be in scope.
    2. Provision of mobile terrestrial LIDAR technology data capture capable of capturing 360 degree panoramic panchromatic LIDAR imaging of survey grade quality, with a minimum positional accuracy of 10cms and relative accuracy of 2cms with an image quality at a minimum distance of 25m reading 9cm text. The LIDAR imagery should have the capability of synchronizing the LIDAR and panoramic, panchromatic images producing colour renderings of the terrestrial features. A privacy filter must be applied to protect individual identities and vehicle license plates.
    3. To ensure compatibility of the above imagery, the vendor must deliver data and imagery which is directly consumable by the established-on premise DND technology stack (Cyclomedia Atlas web service, StreetSmart plugin for AutoCAD suite), thereby avoiding additional software procurement and implementation costs.
    4. Capability to extract vector features from the Lidar data sets on an as required basis for select DND sites. A set of target features will be provided upon call up.

    It is intended to establish a Standing Offer to the supplier below for an estimated amount between $1,000,000.00 and $1,500,000.00 (including GST):

    Under the Government Contracting Policy, Section 10.2.1 (d) only one person or firm is capable of performing the contract, for the reasons specified above.

    Brockwell IT offers an industry leading Mobile Terrestrial 360 degree Panoramic, Panchromatic and LIDAR Imaging mass data capture system of survey grade quality which replaces traditionally employed survey grade technology and processes, thus, significantly reducing data capture costs and efforts. Brockwell IT is able to deliver this information in the format required by the installed DND geospatial technology stack (Cyclomedia Atlas Web Server and StreetSmart plugin for AutoCAD suite). Vector feature extraction from the acquired imagery can also be delivered.

    Suppliers who consider themselves fully qualified and available to provide the services described herein, may submit a statement of capabilities in writing to the Contracting Authority identified in this Notice on or before 14h00 Eastern Standard Time, 7 May 2020.

    The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    Statements of capabilities must be mailed or faxed on or before the closing date. Statement of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a more extensive tendering process. Information provided will be used by the Crown for technical evaluation purposes only with respect to a decision to proceed to a further competitive process.

    Suppliers that have submitted a statement of capabilities will be notified in writing of DCC's decision to proceed to award the contract without a further additional competitive process.
