Description
Statistics Canada is seeking a Windows Virtual Desktop solution vendor that will envision, design and test an end-state Solution for Statistics Canada. To be able to efficiently and effectively architect, design, build, configure and optimize the WVD solution in a timely manner Statistics Canada requires a direct access to Microsoft Engineering and Developers teams and its Solution proprietary code for the timely delivery of an appropriately designed, configured and optimized Solution such that it meets Statistics Canada requirements. While the detailed and specific technical requirements are listed in ANNEX A: Requirements definition, the high-level Business and Technical requirements are detailed below.
Business requirements
Statistics Canada requires the development of a Cloud based Windows Virtual Desktop solution that will meet the needs of its business and technical stakeholders, via the conceptualization of a custom Solution and an implementation over several sprints to ensure the performance and adoption of the Solution.
Key expertise and resource requirements include:
- The Solution requires Windows Azure – Platform as a Service, Windows 10 (1909) and Directory Services (AD & AAD)
- The Solution must align with Protected B – Medium - Medium Security Controls
- The delivery team must have Secret Level clearance
- To meet long term sustainability, evolution and solution support requirements, the solution must be supported by Microsoft’s Premier Support going forward, including evolution per Microsoft future releases roadmap
- The Contractor must possess demonstrated product and solution knowledge specific to the version of the solution and proven deployment and customization experience of the Cloud Windows Virtual Desktop solution.
- In order to be able to efficiently and effectively configure and optimize the WVD solution in a timely manner, Statistics Canada requires:
- A direct access to Windows Virtual Desktop Engineering and Developers teams is mandatory
- The use and access to Microsoft Proprietary development frameworks and Solution Source Code
Technical Requirements:
The Contractor will work with StatCan to create a prioritized list of requirements, features, capabilities, flows, and major tasks needed to build the application, infrastructure, security, and identity components for Windows Virtual Desktop.
The Contractor will design and architect the Minimum Viable Solution (MVS) based on a subset of the prioritized list of requirements to validate the technical feasibility of the Windows Virtual Desktop Solution in up to three sprints with each sprint of 2 weeks duration.
Based on the technical feasibility of the Solution defined within the initial three sprints, expand the Solution to encompass additional technical and business functionality based on the prioritized list.
The Contractor will provide Services related to infrastructure, security, and identity in support of the following scope:
- Facilitate an envisioning workshop to elicit requirements including:
- Business stakeholder interviews
- User interviews
- Application and Solution walkthroughs
- Develop personas, scenarios, user journeys, workflows, high-level wireframes, and a Microsoft PowerPoint presentation of a proposed user experience (UX).
- Envision the end-state Solution.
- Assess the Solution scope and requirements and define a Solution backlog.
- Identify the types of required tests (such as integration, performance, availability, and scalability) for the subsequent project sprints.
- Create a high-level Project Plan encompassing the sprints that outlines the key milestones of the Windows Virtual Desktop project and the proposed timeline for implementation.
- Identify and document key dependencies and prerequisites.
- Document key assumptions.
- Create an initial risk list and identify potential risk mitigations.
- Define the initial, high-level Solution architecture.
- Design and Implementation of the Solution based on the prioritized backlog and time defined within a sprint
- Knowledge transfer by working side by side with the Statistics Canada team which would include workshops, whiteboard sessions and document review sessions.
