    Description

    This bid solicitation is being issued for the requirement of building maintenance services for Nunavut Region of Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC).
    This procurement is reserved and intended for Nunavut Land Claims Agreement (NLCA) beneficiaries under the NLCA. The procurement will be subject to the NLCA contracting obligations, including any NLCA evaluation criteria. Given that no NLCA beneficiary bids for this solicitation on a right of first refusal, the procurement will be open to all potential suppliers who can provide building maintenance services in Iqaluit, NU.
    Should a supplier wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to fifteen (15) calendar days before the published bid closing date, and an invitation will be made to that supplier, unless it would not be consistent with the efficient operation of the procurement system. In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a solicitation amendment.

    DESCRIPTION OF THE REQUIREMENT
    Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) Nunavut Region requires general maintenance and repair services for owned and leased facilities within the Nunavut Region. This service will be utilized on an “as and when required” basis.

    EVALUATION PROCESS AND SELECTION METHODOLOGY
    Competition: Highest Combined Rating of Technical Merit 70% and Price 30%

    PROPOSED PERIOD OF CONTRACT
    It is intended to result in the award of one (1) contract, which has an initial period from contract award to March 31, 2023, plus two (2) irrevocable option one-year periods.

    ESTIMATED BUDGET
    The service funding available for the Contract resulting from the bid solicitation are limited as followed:
    • $105,000.00 for Initial Period (from the Contract Award to March 31, 2023 inclusive)
    • $35,000.00 for Option Year 1 (from April 1, 2023 to March 31, 2024 inclusive)
    • $35,000.00 for Option Year 2 (from April 1, 2024 to March 31, 2025 inclusive)
    Note: Taxes and miscellaneous expense are extra to above service funding, and will not be used for financial evaluation purpose. This disclosure does not commit Canada to use the maximum funding available.
