Description of Work:
RESOURCE REQUIREMENT
The Consolidated Contract Technical Authority (CCTA) Team within SSC requires the support of a Senior Project Leader to assist with a number of projects and TB Submissions including the increased workload in vendor management linked to the transition of Technical Authority activities within SSC.
SCOPE OF WORK
Shared Services Canada requires the assistance of a consultant to focus on the department’s current and future needs to fulfill the tasks outlined below. Broadly speaking, the consultant will be required and responsible for the following tasks:
- Providing ‘Lessons Learned’ and ‘Best Practices’
- Specify the general requirements, develop alternatives and identify their administrative, economic and technical feasibility and practicality as well as associated policy and organizational change requirements
- Analyse and evaluate each alternative based on impact and cost/benefit considerations, and propose, justify, plan and cost the implementation of the project
- Produce overall plan, a detailed plan for the functional analysis phase, and obtain approval of preliminary analysis
- Plan, direct and control the activities of a team within scheduled time and cost parameters
- Evaluate proposed work to determine technical, operational and economic feasibility
- Design and test to ensure that the objectives are met and that the outputs produced are in accordance with client requirements
- Assisting Procurement and IT Optimization with input to the Statement of Work and Evaluation Criteria for Treasury Board Submissions
- Provide a smooth transition from contract consolidation into execution (after contract award)
- Work on contract research, negotiations and implementation
- Implement processes and procedures to manage Items (Licenses, etc.) across SSC
- Act as a Liaison with Vendors on Technical matters and help coordinate user groups / interactions among DCSB Service lines to share best practices
- Future contract capacity planning, identifying opportunities for cost savings and/or service enhancement
- In conjunction with procurement, monitor and manage Vendor Performance based on contract parameters
