    Description

    This requirement is for Indigenous Services Canada (ISC) & Crown Indigenous Relations and Northern Affairs Canada (CIRNAC)

    This requirement is open to all SA Holders in National Capital Region under EN578-170432 who qualified under “Tier 1” for the following stream(s):

    Stream 3: Information Management/Information Technology Services
    I.9. System Administrator – Junior x 1 resource
    I.10. Technical Architect – Senior x 2 resource

    Stream 4: Business Services
    B.13. Operations Support Specialist – Intermediate x 1 resource

    Stream 5: Project Management Services
    P.9. Project Manager – Intermediate x 1 resource

    DESCRIPTION OF THE REQUIREMENT

    This solicitation is seeking development and support services on an as-and-when required basis to support I&O operational activities and projects, as well as related initiatives. The primary service role will be supporting the desktop environment and directory services.

    QUALIFICATION

    Only selected TBIPS SA Holders currently holding a TBIPS SA for Tier 1 and subject to PSAB policy in the National Capital Region under the EN578-170432 series of SAs are invited to compete.

    SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five (5) business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement system (e.g. PSAB, Safeguards Security Requirements, etc.). In no circumstance will such an invitation require Canada to extend a bid closing date. Where additional invitations are made during the bid solicitation process, it may be that they are not reflected in a solicitation amendment.

    It is intended to result in the award of up to one (1) contract for three (3) years, plus two (2) one-year irrevocable options.

    ESTIMATED LEVEL OF EFFORT

    Annual Estimates workloads for categories (including the initial period and option periods):
    • I.9 System Administrator Level 1: 200 days
    • I.10 Technical Architect Level 3 (1): 200 days
    • I.10 Technical Architect Level 3 (2): 200 days
    • B.13 Operations Support Specialist Level 2: 150 days
    • P.9 Project Manager Level 2: 100 days

    EVALUATION PROCESS AND SELECTION METHODOLOGY

    Competition: Highest Combined Rating of Technical Merit 70% and Price 30%
