    Contract Award Notice (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of the requirement

    Statistics Canada (StatCan) requires access to a recruitment tool that provides a combination of functionalities such as job posting, headhunting and powerful and extensive analytics of the Labour market. The various functionalities need to be adaptable for a broad range of subject matter areas. More specifically, the tool is driven by a fair representation, i.e. one third to half of the active Canadian Labour market. The user must be able to refine the search results based on his own requirements and criteria.

    Tasks/Deliverables

    The recruiting tool will help Statistics Canada in its recruitment activities by providing access to three different functionalities that include: extensive live analytics for a wide range of subject matter areas, headhunting function that allows Statistics Canada to find and contact people that fit the jobs requirements and advertise job opportunities directly on the platform.

    The contractor will provide Statistics Canada with an account to a self-serve platform:

    • That performs search and provides extensive live analytics for a wide range of subject matter areas. The analytics include, but are not limited to locations, top competitors, schools producing the talent, skills, skills of the future, hiring demand, etc.
    • To headhunt professionals and job seekers that fit the jobs requirements.
    • To post job opportunities directly

    Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    • The supplier must own the data and be able to provide live labour market information for a wide range of subject matter areas that include, but not limited to IT, Data Science, Economics, Sociology, Marketing, Human Resources, Finance, etc. For each subject matter areas, the labour market information must include, but not limited to locations, competitors, schools producing the talent, skills, skills of the future, hiring demand, etc.
    • The supplier's source of data must come from professionals from diverse backgrounds that have an account or a profile on its platform. The platform must be driven by a fair representation, i.e. one third to half of the active Canadian Labour market.
    • The supplier must own a platform that connects employers with professionals and job seekers coming from a wide range of subject matter areas that include ,but not limited to IT, Data Science, Economy, Sociology, Marketing, Human Resources, Finance, etc. The platform must allow Statistics Canada to:
    • Perform targeted search by inputting criteria that are specific to its job opportunities in the intent to identify professionals and job seekers fitting the jobs requirements.
    • Message the professionals and job seekers directly through the platform
    • Post job opportunities directly on the platform and direct these towards professionals and job seekers that fit the job requirements based on the skills and expertise identified by the manager. The potential candidates must be able to fill an application form directly on the platform and on the Public Service job posting system.
    • The supplier must be able to provide assistance to any Statistics Canada employees that use its platform via training material or supplier's representative assistance.

    Applicability of the trade agreement(s) to the procurement

    Due to the dollar value, this requirement is not subject to any trade agreements.

    Justification for the Pre-Identified Supplier

    LinkedIn is the world’s largest social platform for business networking and career advancement. The platform counts more than 645+ million members in 200 countries. From this number, 16 million users are from Canada.

    Other similar social platform for business networking, career advancement and job posting have been considered, however, none of them give access to a talent pool of this size and none of them have the combination of functionalities that LinkedIn provides on its own i.e. job posting, headhunting, and powerful analytics of the Labour market. It is also important to mention that LinkedIn has the exclusive intellectual property of this service.

    LinkedIn Corporate Recruiting offers the possibility to get in touch easily and attract passive and active candidates that match the skills required for the organizational success.

    Corporate Recruiting offers different tools with complementary functionalities:

    • Recruiter is a tool which is linked to the company page and is used for finding, connecting with, and managing the best professionals fitting the requirement for your role. It has also advanced search filters with smart suggestions that recommends skills, locations, titles and more for your role.
    • The Job slots allow Statistics Canada to post its job opportunities on the platform and be accessible to all LinkedIn users. Additionally, when a job is advertised through the job slots, the opportunity will be shown to professionals that matches its requirements.
    • LinkedIn Talent Insight provides users with unparalleled information about the talent marketplace. The solution gives access to real-time supply and demand data. It also informs and support strategies to acquire, develop, and retain talent with intuitive data and insights.

      The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

      Period of the proposed contract or delivery date

    The contract period will be from August 17, 2020 to August 16, 2021.

    Cost estimate of the proposed contract
    The estimated value of the contract is $64,430 CDN. This is a firm price and exclusive of any value added tax (VAT) as the company operations are in Ireland.

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
