    Socio-economic measures

    There will be socio economic measures included in the revised requirement package (Stage 6). SSC encourages Bidders to integrate underrepresented groups, including small and medium-sized enterprise (SME), in their resulting bid.

    Socio economic measures are not definitively known at this stage and will be discussed during the Invitation to Refine (Stage 5) with the Pre-qualified Bidders.

    Pre-qualified Bidders will be allowed to submit a bid at Stage 7 with a partner that was not pre-qualified during the Pre-qualification stage (Stage 4).

    Notice of Proposed Procurement 

    R000067885 / Application Performance Management (APM) 

    REQUIREMENT 

    Shared Services Canada (SSC) is seeking an Application Performance Management (APM) solution to detect application issues, calculate end user experience, and baseline application performance. As such, the objective of this procurement process is to secure an APM solution which will allow SSC to detect critical outages before clients and Canadians, point the technical teams to root cause of incidents, and provide a real time dashboard of key performance indicators for critical business applications. 

    PROCUREMENT PROCESS 

    Procurement Process 3.0 (PP3.0) is an innovative procurement framework to improve the ability of SSC to move quicker and produce better results. This challenge-based solicitation is a pilot launched by SSC’s Centre of Expertise in Agile and Innovative Procurement and leverages the PP3.0 approach. 

    This process involves the following stages: qualification stage, solicitation among qualified bidders, followed by the award of contracts for prototype development (up to 4 contracts of maximum $25K each), the deployment of the solution, and the provision of operation and maintenance services. Any resulting contract will also include an option for Shared Services Canada (SSC) to deploy the service to other SSC Clients. 

    SSC will collaborate with TECHNATION in this Agile procurement.

    The objective of the collaboration with TECHNATION is to see if the combination of the TECH2GOV and the simplified submission process under SSC’s PP3.0 could improve SMEs’ access to SSC’s procurements. 

    Expected benefits of the proposed collaboration include: 

    •Improved outreach: The Digital Marketplace enables greater outreach with SMEs that could potentially have the required capacity to perform in accordance with the requirements of the resulting contract. 

    •Simplified submission process: PP3.0 offers a less administratively burdensome process for Bidders to participate in the solicitation process. 

    •SME’s improved access to demonstrations and prototype activities: PP3.0 is designed to improve SMEs’ access to demonstrations and prototypes. 

    •Provide the Government of Canada with greater visibility into the rapidly evolving technology solutions available in the marketplace. 

    SECURITY REQUIREMENT 

    The security requirement associated with this procurement will be identified during the solicitation process. 

    BIDDERS CONFERENCE 

    Bidders are invited to participate in the bidders’ conference (English/ French) associated with this solicitation. Information concerning the date, time and registration instructions for the bidders’ conference is described in the Challenge-Based Solicitation document. Attendance is optional.

    BID SUBMISSION 

    All Bidders must submit their bids through the P2P portal. After solicitation closing, the P2P system will not permit a Bidder to submit a bid. Details of bid submission procedures are described in the Challenge-Based Solicitation document.

    Documents may be submitted in either official language of Canada. 

    NEGOTIATIONS 

    SSC retains the right to negotiate with suppliers on any procurement.
