The Innovation, Business Services & Development Branch (IBSDB) has implemented a structured, agile software development lifecycle that integrates requirements development, change management, external stakeholder engagement and internal communications into an agile development and release framework.
A key project that was undertaken to support CFIA business priorities was the Electronic Service Delivery Project (ESDP) to enable new inspections, permission, licensing and export certification processes through the use of technology. The outcome was the Digital Service Delivery Platform (DSDP) which includes two interfaces: 1) MyCFIA for external Agency regulated parties and clients and the actual DSDP which is used by Agency staff for the tracking and processing of various services.
DSDP is and integrated platform, built using various commercial-off-the-shelf (COTS) software packages to make a single platform with two interfaces. The key foundational platform of DSDP is Microsoft Dynamics CRM which is used for case management, data collection and as an internal interface.
IBSDB requires one (1) Level 3 Senior and one (1) Level 2 Intermediate Programmer/Analyst to provide expertise with the implantation of Dynamics CRM 365 platform on an “As and When Required: Task Authorization Contract to assist in the development and configuration of new functionalities to the DSDP platform using MS Dynamics CRM 365.
The number Programmer/Analyst and level of expertise will be identified by the Project Authority on each individual Task Authorization.
Should a Task be deemed to have a high complexity or should CFIA have a more aggressive implementation strategy and that additional resources are require beyond the primary consultants associated in the initial Task Authorization Contract, Required additional resources will be Level 3 – Senior Programmer/Analyst and Level 2 – Intermediate Programmer/Analyst, outlined in the SoW. These additional resources will be requested via a Task Authorization.
