    Request for Standing Offer - Various Safety Training

    This requirement is for: The Correctional Service of Canada, various institutions in the Prairie Region.

    Trade agreement: This procurement is not subject to any trade agreement.

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid,

    CSC may award up to a maximum of five of (5) Standing Offers per training STREAM 1 to 3; and

    CSC may award up to a maximum of seven (7) Standing Offers per training STREAM 4 to 6, as listed below.

    Bidders can bid on one or on multiple STREAMS; however, Bidders submitting a bid for multiple streams must be able to provide training at the institutional sites listed within the identified Work Location (A-G).

    Bidders must also be able to supply sufficient resources for the estimated volume of sessions for all STREAMS for which they are submitting a bid.

    Set-aside under the Procurement Strategy for Aboriginal Business:

    This procurement is not subject to any set-asides for Aboriginal Suppliers.

    Comprehensive Land Claim Agreement:

    This procurement is not subject to a Comprehensive Land Claims Agreement.

    Security Requirements: This contract includes security requirements.

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide vocational training to federally sentenced offenders to meet employment needs that are consistent with community standards and labour market conditions. It is important to ensure that vocational certifications are recognized in the labour market and relevant to community employment, therefore, accessing third party certifiers that issue certifications that meet community standards is imperative. The intent of this requirement is to provide third party certification for various Safety Training courses to groups of male and female offenders at various institutions in the Prairie Region. The training required is identified as separate STREAMS for the various Work Locations (institutional sites in the Prairie Region).

    Objectives: To provide third party certification for various Safety Training courses to groups of offenders at various institutions in the Prairie Region, as listed below.

    STREAM 1: Hydrogen Sulfide (H2S)

    Work Locations:

    A. Saskatchewan (SK) South sites

    C. SK North sites

    D. Manitoba (MB) sites

    E. Alberta (AB) North site

    STREAM 2: Confined Space

    Work Locations:

    A. SK South sites

    B. SK Central sites

    E. AB North sites

    STREAM 3: Flag Person

    Work Locations:

    A. SK South sites

    B. SK Central sites

    C. SK North sites

    D. MB sites

    E. AB North site

    STREAM 4: Fall Protection

    Work Locations:

    A. SK South sites

    B. SK Central sites

    C. SK North sites

    D. MB sites

    E. AB North site

    STREAM 5: Transportation Dangerous Goods (TDG)

    Work Locations:

    STREAM 6: Ground Disturbance

    Deliverables:

    For all training within the identified STREAM programs, the Contractor must provide:

    1. Sufficient resources (instructors) to facilitate in-class training for each of the locations in the identified STREAM of training. As the Contractor must deliver the training according to each institution’s needs, the Contractor must have sufficient resources to deliver training at the sites as required by CSC.
    2. Training materials, written, practical exercises and testing as required for the completion of the applicable course;
    3. A detailed course outline;
    4. All necessary materials which include but are not limited to: manuals, handouts, materials, Personal Protective Equipment (PPE) and Occupational Health Safety (OHS) approved equipment for each program and any other necessary equipment
    5. Delivery of all materials/equipment to the location prior to start of course (materials/equipment will be stored on site at the location during the course);
    6. A list of successful participants to the Designated Manager;
    7. To the Project Authority, hard copy of certificates for successful participants within 21 days of course completion (by email or mail), as well as the dates of training, the location of training and number of participants;

    Term of Contract:

    Period of the Standing Offer: The Work is to be performed during the period of Standing Offer award to September 30, 2021 with the option to renew for two (2) additional one-year periods.

    After contract award, bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within fifteen (15) working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person.
