    Description

    The information contained in this notice is a brief description of the requirement and is for information purposes only. Bidders must refer to the complete Request for Proposal (RFP) document for a full description of the requirement and the full bid instructions.

    This requirement is open only to Learning Services Supply Arrangement Holders under E60ZH-2000LS for the following categories:

    • Stream 1—Strategic learning advisory services—learning advisor
    • Stream 2—Instructional design and development services
    • Stream 3—Custom and rapid eLearning product programming
    • Stream 4—Multi-media design and development

    Estimated number of contracts to be awarded: 1

    Bidders must submit a bid for all resource categories.

    All SA Holders have been invited to submit a proposal.

    Background

    The Chief Electoral Officer of Canada (CEOC), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

    Within the context of the Canada Elections Act (CEA), there are approximately 1,800 financial agents of electoral district association who are actively playing a role in fulfilling the annual financial reporting obligations and the day-to-day activities of registered associations.

    During a general election, there are approximately 1,900 official agents of candidate and 150 financial agents of third parties who strive to fulfill similar roles as the financial agents described in 4.01.

    Although the CEA provides no explicit direction on Elections Canada’s roles and responsibilities for the training and professional development of agents of registered political entities, the Regulatory Instruments and Systems (RIS) directorate has put in place various support and training measures to assist agents in complying with the legislation.

    Its existing strategy is comprised of approximately 30 online modules, webinar session, and a website that is rich in educational and informational material, brochures and mailings, live telephone support and email support. These measures will continue to be used.

    RIS wishes to continue to develop modules to finalise the implementation of a comprehensive online training program with evaluations. The objective is to ensure that participants have the basic knowledge to carry out their activities. 

    Requirement

    Elections Canada requires professional services of a consultation firm that specializes in the design, development and implementation of custom online training solutions to develop online training modules for political entities and Elections Canada staff.

    Incumbent

     The work is currently not being performed by a contractor.

    Security

    There is no security requirement applicable to this procurement.

    Period of the Contract

    The Contract period will be from the Effective Date of the Contract until March 31, 2021 (the “Initial Term”).

    The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by two additional periods of 12 months each under the same terms and conditions.

    Objective

    The successful bidder will design, develop and implement up to 6 online eLearning videos to add to the current training catalog.

    The successful bidder will also design, develop and implement online promotional items as required.

    The successful bidder will produce products in both official languages, conforming to the Treasury Board Standard on Web Accessibility, Standard on Optimizing Websites and Application for Mobile Devices, and Technical specifications for the Web and mobile presence.

    Submission of Proposals

    This RFP allows bidders to use the epost Connect service provided by Canada Post Corporation to transmit their proposals electronically. For further information, bidders must refer to Part 2 – Bidder Instructions, and Part 3 – Proposal Preparation Instructions of the RFP document.

    Proposals are to be addressed to the attention of the Contracting Authority and delivered, sealed, to the Proposal Receiving Unit on or before the bid closing date and time indicated on the front page of the RFP.

    For sending packages by courier or for dropping off, please note that the Proposal Receiving Unit at the Business Centre is open Mondays to Fridays from 8:00 to 12:00 and 12:30 to 16:00 (Gatineau, Quebec time).

    Bids sent via email or facsimile will not be accepted.

    Documents may be submitted in either official language of Canada.

    Elections Canada retains the right to negotiate with suppliers on any procurement.

    Enquiries

    All enquiries and other communication with Elections Canada personnel are to be directed ONLY to the Contracting Authority. The Contracting Authority will be the bidder’s primary contact. Bidders who contact anyone other than the Contracting Authority may be disqualified.

    All enquiries must be submitted in writing to proposal@elections.ca no later than the deadline indicated in the RFP. Enquiries received after that time may not be answered.

    Debriefings

    Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
