    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service Canada has a requirement to provide Elevator Maintenance at Stony Mountain Institution.

    Objectives: Stony Mountain Institution is requesting tenders to provide Elevator Maintenance Services to the Institutions Elevator models on site as per the applicable codes and standards.

    The Contractor must:

    a. Furnish all necessary tools, (including but not limited to programming, diagnostic and site specific specialty devices), equipment, materials and labor to maintain, inspect, test, provide software updates and/or upgrades and service the elevating devices.

    b. Complete inspections monthly, quarterly, yearly, every three (3) years, and every five (5) years in accordance with the most current version of CAN/CSA-B44 Safety Code for Elevators and B355 Lifts for Persons with Physical Disabilities.

    c. Complete inspections following City Bylaws, Elevating Devices Branch, and the original manufacturer’s recommendations.

    Deliverables:

    The Contractor must:

    a. Provide maintenance to the Elevating Devices, Maintenance Log associated with each piece of equipment, in a manner that will identify the Contractor's conformance to the Maintenance Services, and the applicable Codes and Standards, as described in the Safety Codes. The Contractor may use this Log as proof of delivery should there be a discrepancy between services rendered and the services invoiced. The Contractor must adhere to the maintenance requirements and intervals provided within the Elevating Devices Log as a minimum. Should the Contractor deem the maintenance requirements and intervals be increased, the Contractor may do so but must advise the Departmental Representative and the Contractor must note increased maintenance requirements and intervals in the Maintenance Log Book.

    b. Register all Work on the equipment performed under this contract in the Project Authorities Log Book and must include the equipment number, date, time of arrival, service provider’s name, nature of the work or problem, action taken and time of departure. The Contractor must provide the Log book at the start of the contract and must be kept in the elevator machine room and made available to the Project Authority.

    c. Provide an equipment specific Maintenance Control Program (MCP) as per the requirements of the regulatory Authority Having Jurisdiction and ASME A17.1/CSA B 44 Safety Code for Elevators (requirement 8.6.1.2.1). The Contractor must incorporate any portion of the MCP that is more stringent than the Particular Requirements of this document.

    d. Maintain records of all maintenance activities, adjustments, verifications, tests, repairs and modifications for the duration of the contract, and provide them to the Departmental Representative upon request.

    e. When malfunctioning elevating equipment cannot be returned to service within the same day, the Contractor must provide, by the end of the following working day, a written report to the Departmental Representative describing the nature of the problem and the expected date of the service resumption.

    f. When it is necessary to take all or part of the system(s) out of service, for reasons that include but are not limited to inspections, tests and/or maintenance/service repairs, the Contractor must make arrangements with the Departmental Representative a minimum of seventy two (72) hours in advance (where possible).The Contractor must provide details electronically to the Departmental Representative outlining the scope of the work to be done, anticipated time frame and the equipment involved.

    g. Employ proven information collection and delivery techniques, methodologies and systems as necessary to efficiently meet CSC requirements for regulatory reporting and documentation as well as invoice verification.

    h. Ensure that computer systems and information are protected with due regard to security, and ensure information disaster recovery and backup plans and procedures are in place.

    i. Provide copies of all maintenance related work, tickets and visitation records with the invoicing for verification that the required frequency of inspections in the elevator maintenance schedules stated in the contract have been met.
