ADVANCE CONTRACT AWARD NOTICE (ACAN) Title: Radon testing research Solicitation Number: 1000222518 1. The Purpose and Explanation of an ACAN An Advance Contract Award Notice (ACAN) allows Health Canada to post a notice for no less than fifteen (15) calendar days, indicating to the supplier community that a goods, services or construction contract will be awarded to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the minimum requirements identified in the ACAN, the Contracting Authority may then proceed to award a contract to the pre-identified contractor. 2. Rights of Suppliers Suppliers who consider themselves fully qualified and available to provide the services or goods described in this ACAN may submit a Statement of Capabilities demonstrating how they meet the advertised requirement. This Statement of Capabilities must be provided via e-mail only to the contact person identified in Section 12 of the Notice on or before the closing date and time of the Notice. If the Bidder can clearly demonstrate they possess the required capabilities, the requirement will be opened to electronic or traditional bidding processes. 3. Definition of Requirements or Expected Results Health Canada requires the services of the Contractor to produce an annual consumer report on commercally available electronic radon testing devices, to conduct a study about the placement protocol for radon testing devices, and to make recommendations for testing in multi-unit residential buildings in Canada. Health Canada will use the information to review testing guidelines, recommendations and protocols. Tasks to be completed by the contractor: • 2020-2021 o Evaluating commercial home radon alarm devices and produce a consumer report to communicate the test results to the public. This phase of the project will include a re-run of the devices tested in 2019-2020 to collect information about the aging of these devices. o Evaluating the placement of detectors in homes in order to simplify testing instructions. This project will conduct research on radon levels compared at various locations within a room. This project will start with a small initial sample size within residential setting (homes). Detectors will be placed in 10 locations within a bedroom including 2 locations identified as “in accordance with current protocol” and 8 locations in typical locations which would not be in accordance with current protocol, but are typically requested or suggested by homeowners including hanging from a wall by a light switch, hanging from the side of a desk, in a drawer etc. • 2021-2022 o Evaluating commercial home radon alarm devices and produce a consumer report to communicate the test results to the public. This phase of the project will include a re-run of the devices tested in 2019-2020 and 2020-2021 to collect information about the aging of these devices. o Collecting data to provide recommendations to expand guidance on testing multi-unit residential buildings. The research would identify typical housing structures across the country, identify some areas of concern with respect to testing which differs from non-residential public building structures and conduct some initial radon testing within a small sample of buildings. • 2022-2023, 2023-2024, 2024-2025 (option years) o Follow-up research projects based on previous year results may be requested or proposed in order to support the priorities of the National Radon Program. Subjects may include continuation of the evaluation of commercial home radon alarm, radon testing instructions development, radon testing protocol research, radon data harvesting, cleaning and storage, mapping and communicating radon data. 5. Minimum Requirements Any interested supplier must demonstrate by way of a Statement of Capabilities that it meets the following minimum requirements: a) The contractor must have access to an accredited radon chamber. b) The contractor must provide an attestation that the work completed will not be used for any commercial interests in the radon measurement and mitigation industry. c) The contractor must be knowledgeable of radon testing related science, Health Canada radon testing guidelines and the Canadian – National Radon Proficiency Program (C-NRPP). d) The contractor must have at least 3 years of experience conducting radon testing related research. 6. Reason for Non-Competitive Award 6d) Only one person or firm is capable of performing the contract 7. Applicable trade Agreements and Justification for Limited Tendering or the Procurement Strategy for Aboriginal Business This procurement is subject to the following: - Canada-United States-Mexico Agreement (CUSMA) - Canadian Free Trade Agreement (CFTA) - Canada-Chile FTA - Canada-Colombia FTA - Canada–Honduras FTA - Canada-Panama FTA - Canada-Korea FTA 8. Ownership of Intellectual Property No intellectual property will derive from this contract 9. Period of the Proposed Contract The contract period shall be from date of contract award until March 31, 2022 with three (3) one-year option periods 10. Estimated Value of the Proposed Contract The total estimated value of the proposed contract should not exceed $125,000.00 including option periods and all applicable taxes. 11. Closing Date and Time The Closing Date and Time for accepting Statements of Capabilities is October 21 @ 12:00 PM (EDT) 12.
