Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential programs and the associated projects with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program and Projects
The Airfield Engineering Services Program consists of the following five projects:
- Airfield Pavement Technical Engineering Services
- Airfield Pavement Engineering Quality Assurance, Inspection and Testing Services
- Airfield Storm Drainage Engineering Services
- Airfield Electrical Engineering Services
- Airfield Aerial Imagery and LiDAR Data Services
The main objective of these services is to augment the professional engineering services capacity of the Airfield Pavement and Airfield Electrical Engineering Groups, within the Directorate of Architecture and Engineering Services (DAES). A short description of each project under this program, are provided below.
The estimated value of this program is in the order of $9.3 million. It is anticipated that this program will be initiated in January 2021. This is conditional on the program receiving approval to proceed by DND.
Description of the Services
The program will encompass the abovementioned projects as well as support services, further described below.
Airfield Pavement Technical Engineering Services
The services are intended to provide a full range of technical and engineering services related to the airfield pavement engineering services including but not limited to technical studies, pavement evaluation and pavement design.
Airfield Pavement Engineering Quality Assurance, Inspection and Testing Services
The services are intended to provide technical support and engineering services related to construction of airfield pavement projects including but not limited to site inspections, field and laboratory testing, on-site troubleshooting related to paving operations, equipment and operations, geotechnical engineering services including technical review of dewatering, excavations, embankments, soil evaluation, stabilization and compaction, and materials testing including testing, analyzing and specifying airfield paving materials such as asphalt, concrete, stabilized base, granular base and sub-base.
Airfield Storm Drainage Engineering Services
The services are intended to provide technical and engineering services related to the airfield storm drainage engineering involving research studies, condition assessments, storm drain system camera inspection, field testing, development of rehabilitation/repair options, layout (geometry) design, grading design, and construction cost estimates of the DND airfield storm drainage systems at various sites across Canada. These engineering services would be in support of DND airfield storm drainage projects.
Airfield Electrical Engineering Services
The purpose will be to provide professional electrical engineering services for airfield electrical evaluation, planning, design and construction projects at any DND aerodrome location across Canada. This work will encompass the provision of specialized electrical engineering services related to runways, taxiways, aprons, heliports, and any other areas that comprise DND aerodromes.
Airfield Aerial Imagery and LiDAR Data Services
The intent will be to perform airborne surveys in order to supply Aerial Imagery services, and Light Detection and Ranging (LiDAR) digital elevation data at various DND aerodrome locations across Canada. The requirement for these services is to accurately geolocate objects that penetrate the obstacle limitation/clearance surfaces at aerodrome locations. Typical types of obstructions that would be included in these airborne surveys include natural growth (trees), buildings, towers, poles, antennas, and terrain to name a few. Aerial Imagery captures include digital aerial photographs, orthorectified imagery, orthomosaic, metadata, vectorization of elements and digital cartographic index. LiDAR captures include LiDAR point cloud data, Digital Terrain Model (DTM) (bare earth), Digital Surface Model (DSM), contour lines and metadata.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/. Consultants are asked to submit their request prior to November 26, 2020 quoting the following information:
- Contract number 17WCIP15; and
- Level of clearance requested to be sponsored for.
