This requirement is for:
The Correctional Service of Canada Regional Center for Mental Health (RCMH) Federal Training Center (FTC sites 6099 and 600) located at 6099, boulevard Lévesque Est, Laval (Qc) H7C 1P1 and at 600, Montée St-François, Laval (Qc) H7C 1S5, Donnacona, Joliette, Archambault, Regional reception center, Drummond, Cowansville, La Macaza, Port-Cartier Institutions and the Community correctional center located at East West District and Metropolitan Montreal District.
Trade agreement: This procurement is not subject to any trade agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: Lowest priced compliant bid.
Set-aside under the Procurement Strategy for Aboriginal Business: This procurement is not subject to any set-asides for Aboriginal Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide the services of a psychiatrist to produce psychiatric assessments in the context of release decisions, for the various sites and districts in the Quebec region.
Objectives: Provide, as a psychiatrist, psychiatric assessment services to offenders.
Deliverables: Within the framework of policies and obligations from Correctional Service Canada regarding the pre-release and post-release decision-making process, certain circumstances require that a psychiatric assessment an inmate be produced. The latest changes to these policies read as follows:
In accordance with the policy of the Parole Board of Canada (PBC), a psychiatric assessment will be recommended by a psychiatrist in cases where:
- An assessment relating to the presence of a mental illness or disorder or the offender's mental capacity, or an opinion on possible treatments, would help to better understand and manage the case;
- When psychiatric treatment affects the risk of the offender.
Term of Contract:
Period of the Contract: The Work is to be performed during the period of December 1st, 2020 to November 30th, 2021 with the option to renew for 2 additional one-year periods.
