Transformation Design, Development and Operationalization

 The Chief Human Resources Officer (CHRO) is responsible for representing Treasury Board (TB) as the Employer for human resources (HR). This role is an enduring role, transcending individual projects, initiatives and operations.

In the last several years, there have been multiple reports, e.g. audits, evaluations and reviews, which have identified issues relating to governance and oversight, capacity management, change management and project management for government-wide projects. The recent pay crisis has made the importance of central leadership and business ownership clear; its importance will continue as future enterprise-wide people management initiatives move forward.

The CHRO is supported by the five sectors within the Treasury Board of Canada Secretariat (TBS) Office of the CHRO (OCHRO). Particular to this request is the CHRO’s role as business owner for people management (HR-Pay-Pension) and people management infrastructure for the Core Public Administration (CPA). The work described in the Request for Proposal are in direct support of the establishment - the design, development, establishment and operationalization of the People Management Systems and Processes (PMSP) sector which will focus on the enablement and support of the people management infrastructure elements of OCHRO and work in conjunction and in concert with the other sectors of OCHRO. 

PMSP requires external expertise to help them fulfill the above responsibilities as the organization develops and adapts to their role and continuously improves to meet people management demands now and in the future.
