Professional Audit Support Services (PASS) Requirement

Title of Requirement:
Central Removal Services Program Business Operations Review
Description of the Requirement:
The Traffic Management Directorate is requiring an operational review of the Central Removal Services Program in order to confirm proper program management, document existing risks and identify best practices that could be implemented. The results will also serve to justify the Program’s future resource allocation asks/revisions and, based on findings, could potentially influence other areas of activities.
The Business Operations Review should be framed in a way to reflect the spirit of the Treasury Board Secretariat’s Policy on Results and Policy on Internal Audit. Both of these types of assessments bring different views and objectives that management believes could be beneficial to the Program’s overall review. It should be noted that this exercise does not form part of any Strategic Review exercise and will rather assist management in making informed decisions moving forward.
Proposed period of contract:
PWGSC intends to award only one contract for the duration of the work that will be from date of contract award to May 31st 2021.

One (1) Senior Auditor (bilingual)

Estimated Level of Effort:
The estimated level of effort of the contract period is as follows:
• Stream 1: Internal Audit Services
One (1) Project Manager/Leader: up to 35 days
One (1) Senior Auditor: up to 60 days
One (1) Auditor: up to 60 days
• Stream 3: Information Technology and Systems Audits
One (1) Senior Auditor: up to 20 days
Security Requirements:

1. The contractor/offeror must, at all times during the performance of the contract/standing offer, hold a valid designated organization screening (DOS) with approved Document Safeguarding at the level of protected B, issued by the CSP of the ISS, PWGSC
2. The contractor/offeror personnel requiring access to protected information, assets or work site(s) must each hold a valid reliability status, granted or approved by the CSP/ISS/PWGSC
3. The Contractor must not utilize its Information Technology systems to electronically process, produce or store protected information until the CSP/ISS/PWGSC has issued written approval. After approval has been granted or approved, these tasks may be performed up to the level of protected B
4. Subcontracts which contain security requirements are not to be awarded without the prior written permission of the CSP/ISS/PWGSC

Inquiries regarding this Request for Proposal (RFP) requirement must be submitted in writing to the Contracting Authority named above. RFP documents will be e-mailed directly from the Contracting Authority to the suppliers who are being invited to bid on this requirement. BIDDERS ARE ADVISED THAT “BUYANDSELL.GC.CA” IS NOT RESPONSIBLE FOR THE DISTRIBUTION OF SOLICITATION DOCUMENTS. The Crown retains the right to negotiate with any supplier on any procurement.
