    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project

    with anticipated security requirements to provide interested Design-Builders

    an opportunity to apply for security clearances. Note that there is no

    guarantee that this project will proceed.

    Description of the Project

    The Ground-Based Air Defence (GBAD) project shall address infrastructure

    requirements to deliver GBAD capability to the Canadian Armed Forces

    (CAF). A potential location for GBAD infrastructure is at the 5th Canadian

    Division Support Base (CDSB) Gagetown.

    Description of the Services

    The intended scope of this work for this project should the project proceed

    will include:

    • The concept development, design, and new construction of a 9,285m2 facility for Ground Based Air Defence, and
    • Associated ancillary site works and utilities.

    The estimated Design-Builder and Construction cost is in the order of $48,000,000.

    It is anticipated that this procurement will be initiated in the Spring of 2021.

    This is conditional on the project receiving approval to proceed by the DND.

    Security Requirements

    Consultants/Contractors will be required to hold, at all times during the

    performance of the Contract a valid Facility Security Clearance at the level of

    SECRET, with approved Document Safeguarding at the level of SECRET,

    issued by the Contract Security Program (CSP), Public Works and

    Government Services Canada (PWGSC).

    Sub-consultants/Sub-Contractors will be required to hold a valid FACILITY

    SECURITY CLEARANCE (FSC) at the level of SECRET, issued or

    approved by the Canadian Industrial Security Directorate (CISD), Public

    Services and Procurement Canada (PSPC).

    The following security requirement may be required but can only be sought

    after contract award:

    The Consultant/Contractor MUST NOT utilize its Information Technology

    systems to electronically process produce or store any sensitive

    CLASSIFIED information until the CSP, PWGSC has issued written

    approval. After approval has been granted, these tasks may be performed

    at the level of SECRET.

    Process

    Consultants/Contractors that do not meet the stipulated security

    requirements and that are interested in submitting a proposal/bid for this

    procurement can apply for the security clearance through the Industrial

    Security Program (ISP). This can be done by following the procedure on

    DCC’s website at the following link: http://www.dcccdc.

    gc.ca/english/contractors_consultants.html. Consultants/Contractors are

    asked to submit their request prior to December 21, 2020 quoting the

    following information:

    • Contract number C.001420; and

    • Level of clearance requested to be sponsored for.
