    BACKGROUND

    The National Research Council (NRC) is the Government of Canada’s premier research and technology organization. Working with clients and partners, we provide innovation support, strategic research, and technical services.

    Requirements

    The NRC Security Branch has a requirement for professional services on an “as and when needed basis” to be performed by professionals with expertise in government security, provision of security guard services and administrative investigations.

    GOVERNMENT SECURITY

    The development of recommendations and security strategy for senior management and executives concerning any relevant data from service providers, transformation teams, project management teams and operational teams as it relates to security within a governmental organization to include physical and IT security, security or administrative investigations, security awareness, emergency management, business continuity and personnel security. This also performing includes Threat and Risk Assessments (TRA) related to the requisite level of security is being provided to infrastructure, assets, personnel, operations and information. TRA’s may include the examination of current personnel, physical and IT security policies and procedures and the review of physical security for NRC’s organizational facilities and infrastructure using Treasury Board Secretariat’s Policy on Government Security and corresponding suite of security directives and guidelines.

    SECURITY GUARD SERVICES

    From time to time, on short notice, the NRC may require extra security guard services for various events or increased security during incidents. These security guards may augment our security guards already in location or be task on their own. This may go from only one security guard to possibly many security guard and may include some security guard in supervisory role.

    SECURITY AND ADMINISTRATIVE INVESTIGATIONS

    When allegations of employee misconduct or potential security breaches/incidents arise, NRC must immediately carry out an investigation, provide a response and take action within short timelines. In such instance and in order to demonstrate impartiality and meet timelines these investigations must sometimes be conducted by resources external to NRC. As such, NRC requires investigative and related services from a Contractor on an “as and when required” basis and within short time frames.

    CONTEXT

    In the course of this work, resources may be required to provide project management assistance with any or all of the services detailed above to other professionals whose tasks fall within the NRC program initiatives.

    Any or all of the services detailed above, the service provider must be able to deliver them anywhere in Canada and this may occur on short notice.

    TASK

    The specifics of each services requirements will be provided in a task authorization that will include a detailed statement of work, define deliverables, specific resource requirements, cost and information about the dates of work. Work performed under this contract will be performed under the direction of the assigned technical authority.
