SOLICITATION #: ISED195104

This requirement is for Innovation, Science and Economic Development Canada (ISED).

The Bid Solicitation is issued against the ProService Supply Arrangement (SA) Public Services and Procurement Canada (PSPC) File No. E60ZT-180024 to E60ZT-180029.

This requirement is open only to the ProServices SA Holders who are suppliers pre-qualified in the following SA stream and category:

Stream 9: Business Consulting/Change Management

Category 9.11 Information/Records Management/Recordkeeping Specialist

To facilitate this process, ISED has chosen to include a list of suppliers, pre-qualified in the above-mentioned Stream 9 and Category 9.11, in Appendix A of the NPP.

From Appendix A, the following pre-qualified suppliers have been formally invited to submit a proposal:

   Any pre-qualified supplier listed in Appendix A who was not formally invited to bid on this requirement but who wishes to do so may also submit a proposal. Only suppliers listed in Appendix A of this notice can submit a proposal.

The pre-qualified suppliers must not submit a bid in response to this bid solicitation unless they have been invited to do so (formally or informally through Appendix A of the NPP). Otherwise, the submission will not be considered. Should an uninvited pre-qualified supplier wish to be invited, the pre-qualified supplier may contact the Contracting Authority to request an invitation no later than two (2) working days before the published bid closing date, and an invitation will be made to that pre-qualified supplier. In no circumstance will such an invitation require Canada to extend a bid closing date.

The initial list of invited pre-qualified suppliers might not reflect the additional invitations made during the bid solicitation process, through a Request for Proposal (RFP) amendment.

ISED has chosen to publish the RFP and subsequent RFP amendment(s), if any.

APPLICABLE TRADE AGREEMENTS:

This requirement is not subject to the provisions of any free trade agreement.

DESCRIPTION OF THE REQUIREMENT:  In light of an increase in volume and complexity of Access to Information and Privacy (ATIP) requests, ISED has a requirement for one (1) Senior Information/Records Management/Recordkeeping Specialist with strong background in processing ATIP requests to perform ATIP Consultant Services for a file volume of up to 500,000 pages.

PROPOSED PERIOD OF CONTRACT:

The proposed period of the contract will be from date of Contract Award to March 31, 2022 inclusive with an irrevocable option to extend the term of the Contract for an additional period of six (6) months under the same terms and conditions.

ESTIMATED LEVEL OF EFFORT OF THE CONTRACT

The estimated level of effort under the contract is 623 hours
