Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants/contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Installation of electrical vehicle charging stations (ECVS) inclusive of associated civil and electrical works. Work will also include data and payment management of charging station information on a vendor's standalone network.
Description of the Services
A key priority of the Government of Canada is the greening of government fleet which will be directly supported by increased usage of electrical vehicles, including Department of National Defence (DND). This project has been raised to increase the network of electric vehicle charging stations at various DND locations across Canada (excluding sites in Quebec). In general, the project will have the following requirements:
- Supply and install Level 2 and 3 ECVS at Bases and Wings across Canada (excluding Quebec and Nunavut);
- Installation to include electrical requirements up to but not including the main service entrance of the building, along with all municipal works associated to the installation of the ECVS including but not limited to concrete & asphalt repair and bollards or other protections for the equipment
- Management and maintenance of ECVS (including platform to manage access and payment across all charge points)
ROM Value of Contract: $10M over approximately 5-year duration
It is anticipated that this procurement will be initiated in the summer of 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for these procurement/procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

Contractors are asked to submit their request prior to February 5, 2021 quoting the following information:
- Contract number EVCS2122
- Level of clearance requested to be sponsored for.
