NOTICE OF PROPOSED PROCUREMENT
Global Navigation Satellite System (GNSS) Primary Reference Clock (PRC).
DND requires the purchase of a new PRC system(s), provided by a GNSS derived clock reference, in order to support the existing Strategic Communications Network (SCN) servicing Canada’s far north and remove its dependence from an existing TELCO Stratum clock.
The resulting contract will include initial deliverables, and optional deliverables, which will be available for up to three (3) years after contract award.
Detailed specifications of the required GNSS PRCs can be found at Annex “A” of the attached Request For Proposal.
Tendering procedures: All interested suppliers may submit a bid.
Nature of Requirement:
The new system, to be utilized at various DND facilities across Canada, must provide state of the art, high accuracy, high stability, and reliable PRC to the current SCN, maintaining accurate frequency, time, and phase, even during a loss of the GNSS signal reception for prolonged periods of time.
The Contractor must provide DND a quantity of twenty (20) GNSS PRC systems, ancillary items, software and documentation, in accordance with the requirements detailed within the RFP at Annex A Requirement.

Competitive Procurement Strategy: A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract.
Canadian Content: The requirement is subject to a preference for Canadian goods and/or services.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract does not include security requirements.
