    Description

    Notice of Planned Procurement (NPP)

    File No. 1000350043

    Title

FOOD/WATER/SURVIVAL/FIRST AID REPLACEMENT PRODUCTS FOR VANCOUVER TAX SERVICES OFFICE

    Objective

The Vancouver Tax Services Office (VTSO) is committed to supplying earthquake supplies to all employees within the Vancouver area, as VTSO is located in an earthquake zone. The VTSO is located at 468 Terminal Ave, in Vancouver, British Columbia.

The VTSO requires the removal and offsite disposal of expired food and water rations, and expired survival and first aid modules, as well as the supply, delivery and installation of replacement rations and modules.

Due to the COVID-19 pandemic, there are a limited number of employees currently able to access this location. Due to this situation, the delivery of the first aid and survival modules will be divided into two delivery phases, with the first phase having a fixed delivery date, with the option for a second delivery phase to occur once the CRA commences normal operations.

    Phase 1 – Firm Requirement

    The Contractor must:

    • remove and dispose offsite all expired food and water rations, and expired survival and first aid modules, which equals the number of products listed in Appendix A of Annex A: Statement of Work; and

    • supply, deliver, and install the products listed for Phase 1 in Appendix – A, Product Breakdown

all on or before March 31, 2021.

      Phase 2 – Optional Requirement

If the option is exercised by the CRA, the Contractor must supply, deliver, and install the products listed for Phase 2 in Appendix A, Product Breakdown within twelve (12) weeks of the CRA exercising the option.

    CONTRACTOR SELECTION METHODOLOGY

The evaluation of proposals will be performed as follows:

Step 1 – Evaluation against Mandatory Criteria

Step 2 – Evaluation of Financial Proposals

Step 3 – Basis of Selection

A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest bid price will be considered to be the highest ranked responsive bid.

    Step 4 – Contract Entry

The CRA reserves the right to negotiate with suppliers on any procurement.

    RFP CLOSING DATE:

Bids must be received on or before February 17th, 2021 no later than 11:59 p.m EST, as follows:

The proposal MUST be sent by fax or using an electronic/online fax service to 1-418-556-1811.

Bidders should keep a copy of their fax transmission report for record keeping purposes.

ONLY ELECTRONIC BIDS WILL BE ACCEPTED. Due to the COVID-19 situation, the delivery of a physical (paper) proposal is not considered to be practical and therefore physical proposals will not be accepted.
