    TASK Based Professional Services (TSPS) Requirement

    This requirement is for Innovation, Science and Economic Development Canada (ISED)

    Special Note re. Covid-19: This Request for Proposal (RFP) is urgent as it is raised to help with Canada’s efforts to address the impacts of COVID-19. As such, Canada requests that bidders review the RFP carefully to ensure their bid meets all the requirements and this will assist Canada to completing evaluations in an efficient manner as possible.

    As well, please note that due to the time constraints and the urgency of this requirement, there is a reduced bid period and Canada does not wish to extend the RFP bid period.

    This requirement is open only to those Supply Arrangement (SA) Holders under E60ZT-18TSSB who qualified under Tier 1 for the following categories:

    Stream 2: Business Consulting / Change management stream

    2.1 Business Analyst

    2.7 Needs Analysis and Research Consultant

    2.9 Statistical Analyst

    2.13 Performance Measurement Consultant

    2.14 Subject Matter Expert

    To facilitate this process, ISED has chosen to include a list of suppliers, pre-qualified in the above-mentioned categories, in Attachment 2 to Part 1.

    Only TSPS SA Holders currently holding a TSPS SA under the E60ZT-18TSSB series of SAs are invited to compete. SA Holders may not submit a bid in response to this bid solicitation unless they have been invited to do so. However, should an uninvited SA Holder wish to be invited, it may contact the Contracting Authority to request an invitation at any time prior to five (5) business days before the published bid closing date, and an invitation will be made to that SA Holder unless it would not be consistent with the efficient operation of the procurement process. In no circumstance will such an invitation require Canada to extend a bid closing date.

    SA Holders that are invited to compete as a joint venture must submit a bid as that joint venture SA Holder, forming no other joint venture to bid. Any joint venture must be already qualified under the E60ZT-18TSPS series as that joint venture at the time of bid closing in order to submit a bid.

    The Request for Proposal (RFP) will be emailed directly from the Contracting Authority to the invited pre-qualified suppliers.

    Description of the Requirement:

    Innovation, Science and Economic Development Canada (ISED) has a requirement for Professional services under the Task and Solutions Professional Services (TSPS) Supply Arrangement (SA) method of supply to provide timely strategic information, analysis and advice on various aspects of the global production of vaccines and therapies and pharmaceutical-related industries and related international policies and approaches.

    Security Requirement:

    There is a security requirement associated with this requirement.

    Applicable Trade Agreements:

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the Canada-United States-Mexico Agreement (CUSMA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), and the Canadian Free Trade Agreement (CFTA).

    Proposed period of contract:

    The period of any resulting contract will be one (1) year from date of contract award. Any resulting
    contract will include an irrevocable option to extend the resulting contract term by up to two (2) additional one (1) year periods under the same conditions.
