ADVANCE CONTRACT AWARD NOTICE (ACAN) # 20201721
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. PURPOSE
The Security Operations Division (SecOps) of the Privy Council Office (PCO) requires the services of a security contractor/integrator who is both well versed in current and emerging security technologies and can provide support and installation services for the various integrated electronic security systems used by the PCO.
2. BACKGROUND
The PCO is the hub of public service support to the Prime Minister and Cabinet and its decision-making structures. Led by the Clerk of the Privy Council, PCO facilitates the smooth and effective operations of Cabinet and the Government of Canada through the work of the PCO secretariats.
The PCO has deployed an access control and intrusion alarm system (integrated physical security system) across its portfolio of buildings and spaces. The manufacturer of the Primary Access Control System currently installed (Facility Commander) has announced that no further development will be undertaken on the product and it will, in the near to medium-term, be no longer supported. As a result of this information and the recent initiative to increase the physical security at the 80 Wellington entrance, the PCO was forced to acquire a new state of the art access control application from AMAG technologies. In addition to this initiative, the PCO has experienced a number of operational issues with the existing system. As a result, the PCO must examine the options for a fully integrated systems support contract to ensure a secure and reliable environment for its employees, contractors and stakeholders.
In other terms, the Security Operations Division’s (SecOps) primary objective is to have as many systems/applications consolidated into one systems support agreement to include replacement parts, software application and server support as well as on-site maintenance and repairs in order to ensure a robust and stable environment to ensure our physical security posture and maintain our systems up to date with current technologies.
Currently within PCO a total of 8 security applications are being used in order to monitor, control, and maintain the electronic and personnel security. These are outlined below:
- Electronic Access Control – Symmetry (AMAG Technologies)
- 421 Card readers
- 62 Access control panels
- 2 ID card printers
- 1 Virtual Server
- Electronic Identity Management – Symmetry CONNECT (AMAG Technologies)
- 3 Virtual Servers running Windows and Linux
- Electronic Visitor/Contractor Registration and Management – Symmetry GUEST (AMAG Technologies)
- 2 Virtual Servers running Windows or Linux
- Video Surveillance – Security Centre 5.8 (Genetec)
- 249 Cameras
- 8 Virtual Servers to manage the applications
- 2 Directory
- 5 Primary Archivers
- 1 Failover Archiver
- Intrusion Alarm Systems – PowerSeries (Digital Security Controls (DSC))
- 90 Alarm systems
3. CRITERIA FOR ASSESSMENT
The contractor/integrator must possess a minimum of 10 years’ experience of conducting security installations and support as well as hold a valid certification from AMAG technologies and Genetec in the following products in order to provide fully integrated software support, hardware maintenance, and new installations within PCO spaces.
- Symmetry Access Control;
- Symmetry Connect;
- Symmetry Guest;
- Security Centre 5.8.
Subsequently, the contractor/integrator must possess a minimum of 10 years’ of experience in conducting security installations for the following product lines:
- DSC Intrusion Systems (PowerSeries);
- Schlage Electrified Locksets;
- Hanwha Techwin America (Samsung) – Security Cameras.
In addition, the contractor/integrator should possess at a minimum one technician with a certification from Bold Technologies for the Manitou Lite product. In the event that contractor/integrator does not have a certified technician, the contractor/integrator shall take all necessary steps to obtain this certification at no additional cost to the PCO.
Finally, at a minimum, the IESS Support and Installation contract shall address but not be limited to the following options:
- Introduction of a full turnkey service/support solution for all PCO electronic security systems/applications.
- Implement a departmental standing offer for services and equipment related to all PCO physical security systems.

5. JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER
Upon obtaining a list from the vendor for the access control system (AMAG Technologies) it was identified that only one firm has the expertise and experience with their applications and products used at the PCO.
6. Government Contracts Regulations Exception
The following exception to the Government Contracts Regulations is invoked for the procurement under subsection Section 6, (d): only one firm is capable of performing the work.

8. PERIOD OF THE PROPOSED CONTRACT
The initial contract period shall be from date of award of Contract to March 31, 2022, with the option to extend the end date of the contract under the same terms and conditions for three (3) additional one (1) year periods.
9. COST ESTIMATE OF THE PROPOSED CONTRACT
The estimated maximum value of the contract is $ 2,983,200 including all applicable taxes.

11. SUPPLIERS RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES
Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing, preferably by e-mail, to the contact person identified in this Notice on or before the closing date and time of this Notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. CLOSING DATE AND TIME
The closing date for a submission of a Statement of Capabilities is March 15, 2021 at 14:00 Eastern Standard Time.
