Description
The Emergency Preparedness Review (EPREV) Canada 2019 mission provided a peer-reviewed assessment of the nuclear emergency preparedness and response arrangements in Canada based on international safety standards and guidance by a team of experts and IAEA staff. The EPREV Canada mission identified the lack of detailed monitoring strategies to ensure efficient use of measurement capabilities and means and provide adequate information for protection of members of the public, functions of society, and protection of property. A NEMS WG, regrouping the main organizations responsible for monitoring activities, has been created to develop a Guidance Document to address the recommendation.
The main goal of producing this generic document is to establish a monitoring strategy which will consider several factors, including environmental factors (season, time of the day, and weather conditions), emergency phases (pre-release, release, post-release, late or intermediate phases), characteristics of the release, characteristics of the population in the affected areas, etc.
The tasks and activities to accomplish this work will be covered in 4 phases: in phase 1, the Consultant will produce a questionnaire to collect the concerns and suggestions of the NEMS WG to build the table of contents addressing the framework, produce and deliver the first draft of the Guidance Document; in phase 2, the Consultant will provide a summary document of the consultation with the NEMS WG then produce and distribute the second version of the Guidance Document to the NEMS WG; in Phase 3 the Consultant will write and deliver the final draft of the Guidance Document; and in phase 4, the Consultant will develop the definitive and complete version of the Guidance Document.
