    5P420-20-0448/A Lake Louise Waste Water Treatment Plant Rehabilitation – Banff National Park 

    REQUIREMENT

    Parks Canada Agency requires a contractor complete upgrades to the Lake Louise Waste Water Treatment Plant. This includes new building construction, interior and exterior renovations, process equipment removal and new equipment installation, yard piping, HVAC, electrical and instrumentation.

    To assist with bonding and insurance requirements, this project is estimated at over & above $5,000,001, Taxes extra.

    Period of Contract

    Contractor shall perform and complete the Work no later than August 31, 2022. 

    TWO-SUBMISSION BID

    This Bid shall be submitted following a ‘’two-submission” procedure. Refer to SI04 of the special Instruction to Bidders.

    MANDATORY SITE VISIT

    There will be a mandatory site visit on March 23, 2021 @ 11:00 am MDT. Interested bidders are to meet at the locked gate outside waste water treatment plant facility at #1 Fairview Road, Lake Louise; located at the end of Fairview Rd past the campground.

    The site visit for this project is MANDATORY. The representative of the Bidder must sign the Site Visit Attendance Sheet at the site visit. Bids submitted by Bidders who have not signed the attendance sheet will be rejected.

    Please be advised that there will be a limit of two (2) representatives per bidder attending the site visit.

    In accordance with provincial health regulations, interested bidders must be symptom free and observe social distancing from others on site. Face masks are mandatory when indoors and gloves are recommended. Review with the consultant and a question and answer session will be held outside.

    Bidders are requested to communicate with the Contracting Authority before the mandatory site visit to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders will be requested to sign an attendance sheet. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

    BIDS RECEIVED BY FAX AND EMAIL WILL BE ACCEPTED AS OFFICIAL.

    BIDS RECEIVED IN-PERSON OR BY COURIER WILL NOT BE ACCEPTED.

    The only acceptable email address for responses to bid solicitations is soumissionsouest-bidswest@canada.ca. Bids submitted by email directly to the Contracting Authority or to any email address other than soumissionsouest-bidswest@canada.ca will not be accepted.

    The maximum email file size that Parks Canada is capable of receiving is 15 megabytes. The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.

    The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

    Emails with links to bid documents will not be accepted. Bid documents must be sent as email attachments.

    ENQUIRIES

    All enquiries of a technical and contractual nature are to be submitted to the Contracting Authority.

    Enquiries regarding this bid must be submitted in writing and should be received no later than five (5) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.

    INFORMATION:

    National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.

    Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.

    The Crown retains the right to negotiate with suppliers on any procurement.
    Documents may be submitted in either official language of Canada.
