    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

    Description of the Project

    This project is for the remediation, decommissioning and closure of the Underground Complex (UGC) located at CFB North Bay. The UGC includes two buildings located 182 m below ground with two long access tunnels to the surface, as well as several small support buildings. The total building area of the complex is in the range of 20,000 m2

    Description of the Services

    At this time DND is anticipating a need for professional services to support the project which may include, but are not limited to:

    • completing analysis and proposing feasible options for decommissioning and closure of the complex;
    • undertaking any required studies (e.g. geotechnical, hydrogeological, etc.) to support the options analysis;
    • completing investigations to identify environmental impacts and subsequent recommendations for risk management/remediation;
    • recommending what equipment can be removed or taken out of operation in a phased/staged approach; and
    • preparing tender documents to undertake the decommissioning and closure of the site.

      The design consultant may need to coordinate with 3rd party environmental consultants retained by the owner for designated substances.

      It is anticipated that the procurement for this program will be initiated in fall 2021. This is conditional on the project receiving approval to proceed by DND.

    The scope requirements for these professional services are still under development, but it is currently anticipated that the contract will be conducted over approximate a 5-year period with a total contract opportunity value ranging from approximately $800k to $1.8M. 

    Security Requirements

    Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    Consultants and contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants and contractors are asked to submit their request prior to August 27, 2021 quoting the following information:

    • Contract number NB200001 and
    • Level of clearance requested to be sponsored for.
