Tenders for the project indicated above, addressed to the attention of the Contract Officer, Agriculture and Agri-Food Canada, will be accepted by email only, at the following address, up to the tender closing date and time indicated below:

Scope of Work:

Agriculture & Agri-Food Canada (AAFC) Harrow Research and Development Centre (HRDC) operate a large agricultural research laboratory with attached greenhouses, central heating and cooling plant and support buildings at Harrow, Ontario. The greenhouse structures located on the site were constructed by various suppliers, in different years and are covered with a variety of greenhouse glass and films.

AAFC requires a General Greenhouse Contracting firm to supply experienced labour and consumable materials required to repair, maintain and modify greenhouse structures and connecting corridors on a time and materials basis. All work will be carried out by the successful Contractor’s staff, subcontracting of specialty trades to carry out portions of the work will be acceptable.

Site Visit:
It is mandatory that the Bidder or a representative of the Bidder visit the work site.

The site visit can be scheduled on any Tuesday in April 2021, before 10:15am or on any Thursday (in April 2021) at 10:00am, at the Harrow Research & Development Centre located at 2585 Essex County Road 20, N0R 1G0.
Due to the COVID-19 pandemic, site visits will be by appointment only. Bidders must make an appointment by contacting, at least 2 days in advance with: Mark Beens at mark.beens@canada.

The visits will be scheduled for only one (1) company at a time and with a maximum of four (4) representatives per company.

Attendance to this visit is MANDATORY

Bidders will be requested to sign an attendance form and the Guidance for Contractors Working in AAFC Buildings form. Bidders who do not attend or send a representative will not be given an alternative appointment and their bids will be rejected as non-compliant.

Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.

Tender Period Closing Date and Time: May 5, 2021 at 02:00 pm (Daylight Time).

Information requests and inquiries related to this tender process are to be directed, in writing, ONLY to the AAFC Contract Officer identified below. Bidders who contact anyone other than the AAFC Contract Officer to obtain such information during the solicitation period may, for that reason alone, be disqualified.

It is MANDATORY for the Firms intending to submit tenders on this project to obtain the related specifications, plans and drawings, and all other tender documents through the BuyandSell service provider. Addenda, when issued, will be available from the BuyandSell service provider.

AAFC reserves the right to accept any Proposal in whole or in part, without prior negotiation and reject any or all Proposals

received.
