Advance Procurement Notice Engineering Consultant Services, Nationwide Communication Towers (with Security Requirements)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice for the potential program with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The DJCIS requires detailed condition assessment of its communication towers, antenna and cables and associated supporting infrastructure. The current portfolio of towers is varied in form, size, function and location, and most of the portfolio is 40 to 50 years old. There are approximately 35 sites with 1 to 47 antennas at each site.
This program requires the rehabilitation or renewal of these assets and if necessary, the construction of new infrastructure and install new communication towers, facilities and cable plants on all Canadian Forces bases, wings and federal establishments in all Provinces and Territories.
Description of the Services
The selected Consultant shall conduct detailed condition assessment of the DJCIS Communication Towers and cable plants to determine the condition, functionality, and suitability of various existing antenna systems and any associated buildings, structures and facilities at various locations (Nationwide sites including permafrost zones, areas with high groundwater and surface water).
The Consultant’s services may include, but are not be limited to, the following:
• Radio Frequency Survey, Geotechnical and Topographic surveys, to verify suitability of antenna location, recommended height, and type of its foundation,
• Structural evaluation, assessment, life cycle costing and option analysis, rehabilitation design, RF design and/or complete design of foundations, cable, supporting infrastructures, superstructures (including 3-D modeling) and any associated structures including duct work and any related electromechanical components for existing or new antennas. The evaluation should consider material, devices or equipment which may have been added to the towers, and the assessment of soil bearing capacity and frost heaving forces (as required) in Permafrost zones,
• Evaluation and assessment of the site civil components (grading, fence and gates, trenches and ducts, access roads and culverts ...etc.),
• Evaluation and assessment of the site telecommunication and electrical components (cables, outlets, panels, lightings, backup power generation/storage, lightning, grounding systems and telecommunication pathways …etc.),
• Validate the infrastructure design requirements, and record findings with supporting photographs, complete tender ready construction documents package with specifications, and provide support during tender and construction phases of this National Program, and
• Environmental Effects Determination (EED) related to work stated above.
Security Requirements
Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/. Consultants are asked to submit their request prior to May 23, 2021 quoting the following information:
- Contract number COMWTWRS_SO ; and
Level of clearance requested to be sponsored for.
