    Notice of Proposed Procurement

    Item Required: Jackets and Trousers, Motorcycle High Visibility

    The Royal Canadian Mounted Police (RCMP) has a requirement for a Request for Standing Offer (RFSO)for the supply of up to 125 Jackets, Motorcycle, up to 150 Trousers, Motorcycle and up to 125 Softshell Jackets, Motorcycle to be called up on an “as and when requested” basis.

    The Standing Offer will be valid from the date of issuance for five (5) years with an estimated quantity of 25 Jackets, Motorcycle, 30 Trousers, Motorcycle and 25 Softshell Jackets, Motorcycle to be called up each year.

    Only one (1) Standing Offer (SO) will be issued as a result of this Request for Standing Offer.

    The Identified User(s) authorized to make call-ups against this Standing Offer is the RCMP’s Uniform & Equipment Program (UEP).

    This requirement must be supplied in accordance with RCMP Specification G.S. 1045-313, dated 2021-04-13 and viewing sample. The Specification documents can be found attached to the Request for Standing Offer (RFSO).

    The RCMP Viewing Sample will only be available to offerors requested to submit a pre-award sample.

    This requirement is subject to the Canadian Free Trade Agreement (CFTA).

    This requirement is subject to a preference for Canadian Goods. (See CFTA, Article 503, paragraph 4).

    The responsive offer with the lowest total evaluated price will be recommended for award of a standing offer (1 standing offer only).

    The Crown reserves the right to negotiate with suppliers on any procurement.

    The Ineligibility and Suspension Policy and integrity clauses are being incorporated in RCMP contracting activities as outlined in this solicitation.

    Bids must be submitted as indicated on page 1 of the bid solicitation.

    The bid solicitation documents contain all the requirements relating to the bid solicitation. Any other information or documentation provided to or obtained by a bidder from any source are not relevant. Bidders should not assume that practices used under previous contracts will continue, unless they are described in the bid solicitation. Bidders should also not assume that their existing capabilities meet the requirements of the bid solicitation simply because they have met previous requirements. It is the Bidder's responsibility to obtain clarification of the requirements contained in the bid solicitation, if necessary, before submitting a bid.
