Description
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Description of Requirement
The Canadian Energy Regulator (CER) requests the Contractor to provide market analyses, market intelligence, and price forecasts for global oil, NGLs and North American natural gas and electricity markets.
Definition of the requirement
The Canadian Energy Regulator (CER) has identified a requirement for information, analyses and perspectives on North American energy market and supply, international oil and petroleum products, as well as pricing forecasts for natural gas, oil, natural gas liquids (NGLs) and electricity. This data, analyses and forecasts would allow the CER to continue with its data-processing work, energy modelling and publishing of estimates in the Energy Futures report, and to perform other analyses for publication and for internal CER use.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
The service must provide energy intelligence and outlooks for the following deliverables including to, but not limited to:
Oil Analytics Service – Global
To include:
- Monthly Forecast;
- DOE Weekly Analysis (storage);
- Japan Weekly;
- Asia-Pacific;
- China Oil Market Forecast;
- Middle East Oil Market Forecast;
- Europe;
- Latin America;
- Midcontinent;
- Political Risk;
- US Rig Monitor;
- Upstream Indicator;
- Fracking Policy Monitor;
- Tight oil operator review;
- Canadian Oil & Gas Quarterly;
- Non-OPEC Upstream Insights;
- Global Oil products scorecard;
- Global Economic Outlook;
- Global Refining Outlook;
- Webinars and seminars on market updates and emerging market issues;
- Online oil price forecasts that include:
- short- and long-term price forecasts for over 30 worldwide crudes and over 90 worldwide petroleum products; and
- a utility that allows the CER to define, analyze and store up to 100 custom price spreads in the form of multi-variable equations that use the service’s forecast prices.
- Phone and email access to oil market analysts for clarification questions on reports and quick turnaround research; and
- Private oil briefings upon request at a mutually agreeable date and time at CER’s office.
Natural Gas Analytics Service - North America
To include:
- US Short-term forecast;
- US Gas Weekly;
- Weekly EIA Recap;
- Daily Update;
- Regional Short-term Forecast;
- Five-year forecast;
- Long-term Prices and Balances;
- Natural Gas Monthly;
- Fracking Policy Monitor;
- US Producer Survey;
- Canadian Oil & Gas Quarterly;
- US Rig Monitor;
- Webinars and seminars on market updates and emerging market issues;
- North American gas prices;
- Special Reports – focus on industry topics;
- Online natural gas price forecasts including:
- short- and long-term price forecasts for over 35 regional gas prices throughout the United States and Canada,
- a utility that allows the CER to define, analyze and store up to 100 custom price spread scenarios.
- Phone and email access to natural gas analysts for clarification questions on reports and quick turnaround research; and
- Private natural gas briefings upon request at a mutually agreeable date and time.
NGL Analytics Service – Global
To include:
- NGL Monthly Forecast;
- Global LPG Weekly Scorecard;
- US NGL Weekly Market Monitor;
- US NGL Daily Market monitor;
- NGL Monthly Forecast Data;
- North America NGL Five-year Forecast;
- North America NGL Ten-year Forecast;

- Asia NGL Monthly Outlook;
- Arbitrage Opportunities;
- Asia Naphtha Outlook;
- Middle East NGL Quarterly Outlook;
- Feedstock Preferences;
- NGL Supply Report;
- Online Access with weekly updates to content; and
- Phone and Email Access to NGL market analysts for clarification questions on reports and quick turnaround research.
Macroeconomics
To include:
- Energy Market Recap;
- Economic Recap;
- Global Economic Outlook;
- Global Equity Markets Monitor;
- Other macroeconomic reports on emerging issues; and
- Invitations (available to current licensed users only) to an Annual Retainer Client Seminar and Excel spreadsheets of world energy forecasts by region and energy source through 2030. Seminar presentations (audio and visual) will be available online.
Canada Gas Observer Service (BENport)
To include:
- Canadian Gas Observer Daily Bulletin;
- Canadian Gas Observer Weekly Bulletin;
- Daily prices and spreads by Canadian hub and key export hubs;
- Daily flows by pipeline;
- Daily Canadian gas production, past two weeks;
- Daily Canadian gas demand, past two weeks and two weeks outlook;
- Daily Canadian imports and exports; and
- Weekly Canadian gas storage (east and west).
Gas Daily Package
To include:
- Daily bulletin of natural gas news; and
- Natural gas prices at market hubs throughout North America.
Market Data
To include:
- Daily and monthly gas prices, including differentials, at over one hundred market hubs in Canada and the U.S.; and
- Daily and monthly oil prices, including differentials, at market hubs throughout Canada and the U.S. and for most streams of crude oil.

4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
- Canadian Free Trade Agreement (CFTA)
- Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and
- World Trade Organization – Agreement on Government Procurement (WTO-AGP)
5. Justification for the Pre-Identified Supplier
The PIRA Energy Group of S&P Global Platts has a network of clients comprising producing companies and countries that includes OPEC, energy consuming countries, pipelines and various energy associations. As a result, PIRA is privy to commercially sensitive information regarding these energy commodities and the politics of energy. PIRA uses their contacts and information to provide market analysis and forecasts that no other company can provide.
6. Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is invoked for this procurement under Subsection 6(d) – only one person is capable of performing the work.
7. Period of the proposed contract or delivery date
The proposed contract is for a period of one year from date of Contract award.
8. Cost estimate of the proposed contract
The estimated value of the contract, including option, is $204,031.55 (USD) (GST/HST/Duty extra)

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The closing date and time for accepting statements of capabilities is June 3, 2021 at 02:00pm MST.
