1. Requirement Summary
Bid solicitation # 202200070, issued under the framework of the E60ZT-18TSPS Supply Arrangement for task-based professional services, for the provision of the following professional services: Sustainable Program Delivery Model for Grant and Contributions.
Summary
Public Safety Canada (PS) currently has a requirement to obtain the services of a Contractor with a team of resources consisting at minimum of a Project Leader, Business Consultant, Financial Analyst and a Business Analyst - G&C:
Phase I Sustainable Delivery Model
The Contractor’s team will be required to develop a sustainable program delivery and costing model, on a fixed price basis, being adapted to Public Safety reality and ensuring service excellence to clients and grant recipients.
Optional Phase II - Ad hoc services
PS may also have ad hoc work related to Phase I. The additional ad hoc work will be authorised with a Task Authorization using the per diem for each respective resources basis of payment established in the contract for Phase I.

2 DELIVERABLES
The Contractor must provide:
Phase I Sustainable Program Delivery Model
The Contractor must produce the following deliverables:
- Methodology - High-level approach & methodology proposed to successfully complete the mandate
- Work Plan - Tasks, deliverables, resource assignment, schedule and activity-based costing
- Draft Report - Comparative analysis and report
- Final Report - Comparative analysis and report

3. Period of Work
The period of the Contract is from date of Contract award to March 31st, 2022 with one (1) additional one (1) year period.
4. Evaluation Process and Selection Methodology
Basis of selection – Highest Combined Rating of Technical Merit 70% and Price 30 %

Enquiries - solicitation stage
All enquiries or issues concerning this procurement must be submitted in writing to the Contracting Authority named as early as possible within the bidding period.
Enquiries and issues must be received by the Contracting Authority no later than five (5) business days prior to the bid closing date specified on the cover page or this RFP document to allow sufficient time to provide a response. Enquiries or issues received after that time may not be able to be answered prior to the bid closing date. To ensure consistency and quality of information provided to Bidders, the Contracting Authority will provide, simultaneously to all bidders to which this solicitation has been sent, any information with respect to significant enquiries received and the replies to such enquiries without revealing the sources of the enquiries.
It is the responsibility of the Bidder to obtain clarification of the requirements contained herein, if necessary, prior to submitting a bid.
