1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence has a requirement for the supply of Demolition Stores on an “as and when requested” basis, over a period of up to five years (two (2) initial years with three (3) additional one-year periods). The products must be produced in accordance with the military specifications detailed herein, and include:
- Detonating Cord (conforming to MIL-C-17124E and MIL-P-387C)
- Flexible Explosive (conforming to MIL-PRF-46676)
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
(a) Detonating Cord - The detonating cord must::
i. Conform to MIL-C-17124E and MIL-P-387C; and
ii. Be available in the following natures:
a. 1.5 gm/m (7.5 gr/ft);
b. 3.2 gm/m (15 gr/ft);
c. 5.3 gm/m (25 gr/ft);
d. 10.6 gm/m (50 gr/ft);
e. 21.3 gm/m (100 gr/ft);
f. 42.5 gm/m (200 gr/ft); and
g. 85 gm/m (400 gr/ft);
(b) Flexible Explosives - The flexible explosives must:
i. Be PETN-based;
ii. Have an operating temperature range between -40ºC to +74ºC;
iii. Conform to MIL-PRF-46676; and
iv. Be available in the following configurations:
a. Sheets (Thickness x Length x Width):
- C1: 1 mm x 11.6 m x 25 cm (0.042 in x 38 ft x 10 in);
- C1.5: 1.5 mm x 7.2 m x 25 cm (0.062 in x 24 ft x 10 in);
- C2: 2 mm x 11.6 m x 25 cm (0.083 in x 38 ft x 10 in);
- C3: 3 mm x 7.6 m x 25 cm (0.125 in x 25 ft x 10 in);
- C4: 4 mm x 5.8 m x 25 cm (0.166 in x 19 ft x 10 in);
- C5: 5 mm x 4.6 m x 25 cm (0.208 in x 15 ft x 10 in;
- C6: 6 mm x 4 m x 25 cm (0.250 in x 13 ft x 10 in);
- C7: 7 mm x 3.4 m x 25 cm (0.291 in x 11 ft x 10 in); and
- C8: 8 mm x 2.7 m x 25 cm (0.333 in x 9 ft x 10 in);
b. Strips (Thickness x Length x Width):
- 1.5 mm x 2.2 m x 2.5 cm (0.062 x 86 in x 1 in);
- 3 mm x 2.2 m x 2.5 cm (0.125 x 86 in x 1 in);
- 6 mm x 2.2 m x 2.5 cm (0.250 x 86 in x 1 in);
- 1.5 mm x 2.2 m x 5 cm (0.062 x 86 in x 2 in);
- 3 mm x 2.2 m x 5 cm (0.125 x 86 in x 2 in); and
- 6 mm x 2.2 m x 5 cm (0.250 x 86 in x 2 in);
4. Applicability of the trade agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
- Canadian Free Trade Agreement (CFTA)
5. Justification for the Pre-Identified Supplier
Ensign-Bickford Aerospace & Defense Company is the only company manufacturing the required Demolition Stores to these US Defense Department standards.
6. Government Contracts Regulations Exception(s)
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".
7. Exclusions and/or Limited Tendering Reasons
The following exclusion(s) and/or limited tendering reasons are invoked under the Canadian Free Trade Agreement (CFTA) – Article 513(b)
if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons:
(iii) due to an absence of competition for technical reasons.
8. Period of the proposed contract or delivery date
- The proposed standing offer is for a period of approximately five (5) years, from June 2021 (estimated) to June 2026 (estimated).
9. Cost estimate of the proposed contract
The estimated value of the standing offer, including option(s), is $2,500,000.00 (HSTE).

11. Suppliers' right to submit a statement of capabilities
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
12. Closing date for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is 7 June 2021 at 2:00 p.m. EDT).
