    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, during the fifteen-calendar day posting period, a statement of capabilities that meet the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen-calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    DESCRIPTIVE TITLE:

    Data Collection on Angel Investing Activity in Canada

    BACKGROUND:

    In 2009, the Small Business Branch at Innovation, Science and Economic Development Canada (ISED), then Industry Canada, awarded a contract to the National Angel Capital Organization (“the Contractor”) for the requirement of a national longitudinal dataset of Angel investments in the visible Angel market in Canada. To perform this work, the Contractor has entered into partnerships with key stakeholders to establish a database, to generate an annual report of the key findings from analysis of that data, and to improve the quality and scope of the data that are being collected. This database and its resulting reports have developed into the most comprehensive view of the state of the visible Angel capital market in Canada.

    As the steward of Angel intelligence in Canada, the Contractor works with its membership, academic institutions and industry partners to collect and analyze linear, primary data about the investment activity of member Angels. The Contractor reaches out to its full membership base over a few months to collect this data, including follow-ups to deliver a substantial dataset. This research is shared with ISED for policy research. Separately, the Contractor produces annual reports, analyzing the data, to provide stakeholders with relevant and trusted information about emerging industry trends and best practices, in support of the development of the Canadian Angel community. 

    REQUIREMENTS/RESULTS:

    ISED requires the services of the Contractor to obtain Data Collection on Angel Investing Activity in Canada. The Contractor continues to trace the investing activity of this community to further investigate the trends, over 10+ years in Canada employing their proprietary survey tool, of this asset class.outcomes.

    SCOPE OF WORK:

    The Contractor will collect and update the Angel Investing Activity in Canada data set. The primary source of the data will be the Contractor’s proprietary survey instrument. The survey instrument used for this project will be the same as the one used by NACO since the 2015 Report on Angel Investing in Canada, subject to minor changes only, to ensure that data can be compared across different iterations of the study.

    The Contractor will provide ISED as required with updates the project’s progress and to ensure that deliverables are on track.

    • Data relating to Angel investments including individual deal data, including date of investment, new or follow-on, amount invested by Angel groups, the number of Angel groups involved, the province of each Angel group involved, the number and type of co-investors and amount they invested, and if there are any government programs involved.

    The sampling frame for the annual survey will be all Angel investors associated with formal Canadian Angel groups and clubs. The survey will be restricted to gathering data on investment placed in the calendar year.

    TASKS:

    The Contractor will collect data from the following sources:

    • all of the previous year’s data contributors that are able to participate,
    • at least 75% of its member Angel groups,
    • at least three Angel groups in Western Canada,
    • at least one Angel group in Atlantic Canada, and
    • Anges Quebec.

    When collecting data, the Contractor will ensure that:

    • the final Angel group survey instrument is distributed to all Angel group and “club” managers in the sampling frame;
    • telephone interviews are conducted as required with all Angel group managers to ensure that the data provided is accurate and it covers the status of all current deals and past deals that were reported since 2010; and
    • pre-emptive actions are taken to drive up participation rates and to ensure that all of the project objectives described in this project are met.

    The dataset will include, where available:

    • Angel-backed firm name, address, city, province, industry sector and the business number;
    • Data on the economic performance of angel-backed companies such as revenue generation, number of employees, and a breakdown of company founders (where applicable) by demographics, including at least the total number of founders and the number of women founders; and

    DELIVERABLES AND TIMELINES:

    The Contractor will be required to provide the following deliverables to ISED:

    Initial Period:

    • Deliverable 1: Deliver a completed survey instrument along with a brief report on the proposed methodology for data collection. To be delivered on or before January 7, 2022.
    • Deliverable 2: Deliver the final data collected along with an overview of the results from the data that will be included in NACO’s annual report on Angel investment activity in Canada. To be delivered on or before March 28, 2022.

    Option Period One:

    • Deliverable 1: Deliver a completed survey instrument along with a brief report on the proposed methodology for data collection. To be delivered on or before January 6, 2023.
    • Deliverable 2: Deliver the final data collected along with an overview of the results from the data that will be included in NACO’s annual report on Angel investment activity in Canada. To be delivered on or before March 27, 2023.

    Option Period Two:

    • Deliverable 1: Deliver a completed survey instrument along with a brief report on the proposed methodology for data collection. To be delivered on or before January 5, 2024.
    • Deliverable 2: Deliver the final data collected along with an overview of the results from the data that will be included in NACO’s annual report on Angel investment activity in Canada. To be delivered on or before March 29, 2024.
       

    Option Period Three:

    • Deliverable 1: Deliver a completed survey instrument along with a brief report on the proposed methodology for data collection. To be delivered on or before January 10, 2025.
    • Deliverable 2: Deliver the final data collected along with an overview of the results from the data that will be included in NACO’s annual report on Angel investment activity in Canada. To be delivered on or before March 28, 2025.

    Option Period Four:

    • Deliverable 1: Deliver a completed survey instrument along with a brief report on the proposed methodology for data collection. To be delivered on or before January 9, 2026.
    • Deliverable 2: Deliver the final data collected along with an overview of the results from the data that will be included in NACO’s annual report on Angel investment activity in Canada. To be delivered on or before March 27, 2026.

    NACO is Canada’s leading organization for Angel capital information, data and advocacy. NACO has been awarded this contract because there is no similarly or better positioned organization to complete this work.

    NACO’s diverse membership provides the organization a national reach and a network of contacts to draw upon for the delivery of this project. The information gathered from this project will play a valuable role in helping the Government inform policy decisions and recommendations. NACO’s wide membership base, their position as a leader on Canadian Angel investment intelligence, and their long-standing community relationships mean that they are best positioned to continue to implement the survey such that the data can be tracked longitudinally. This will be the twelfth iteration of this annual survey. An equivalent survey and methodology must be used when collecting the data to allow for comparison and analysis over time. If NACO does not perform this project, the continuity of the dataset and reports will be lost.

    ESTIMATED COST:

    The estimated value of the contract is $125,000 excluding applicable taxes, with the work to take place from date of contract award to March 31,2022.

    Section 6(d) of the Government Contracts Regulations is being invoked in this procurement as only one person or firm is believed capable of performing the contract.
