    Description

    Title: Department of Indigenous Services Canada (ISC) – Web Application Development and Quality Assurance Services.

    The Department of Indigenous Services Canada (ISC) has the primary (but not exclusive) responsibility for meeting the federal government’s constitutional, treaty, political, and legal responsibilities to First Nations, Inuit, and Northerners. Under this mandate, ISC is responsible for the planning, design, implementation, and assessment of policies and the delivery of a variety of programs and services to First Nations, Inuit, and Northern peoples and communities. ISC has developed many systems to support programs and service delivery. In addition to the collection and analysis of data related to these programs and services, data has been used to provide reports to meet a multitude of internal and external purposes.

    The Grants and Contributions Information Management System (GCIMS) supports the grants and contributions business operations of both ISC and its external partner organizations such as Health Canada and the Public Health Agency of Canada. It is a complex enterprise application that interfaces with numerous external systems including multiple financial systems. The Grants and Contributions Information Management System is in the process of undergoing numerous architectural changes in order to implement a more adaptive architecture that will be capability of on-boarding additional departments with diverging business processes. It will also be adapting to a new single window model related to the funding agreements that are managed within. The IT resources will be integral members of the development team and will perform multiple IT development and quality assurance roles.

    The Contractor must provide, as and when requested by Canada, web application development for internal clients to support business and technology requirements for the following categories and levels:

    A.1 Application Software Architect - Level 3 (2 resources)

    A.1 Application Software Architect - Level 2

    A.11 Tester - Level 3

    A.11 Tester - Level 2
