    Description

    Background
    The National Centre for Foreign Animal Disease (NCFAD) in Winnipeg has an urgent need to
    replace a failed -150°C freezer. The freezer is used to preserve risk group 4 agents for research
    and diagnostic preparedness for high consequence foreign animal diseases of high economic
    impact and high danger to Canadians. The stocks include Ebolavirus, Nipah virus, Hendra virus
    and other RG4 group viruses. The loss of these stocks would cause great harm and prevent a
    timely response to a animal diagnostic response in Canada.
    Purpose
    This Statement of Work establishes the minimum technical requirements for this procurement for
    the acquisition of one (1) -150°C chest freezer.
    In order to protect and ensure proper storing conditions of main stocks of viruses used at the
    NCFAD, there is an urgent need to replace failed existing freezer.
    General requirements
    The freezer must be new. A demonstration or refurbished model will not be considered. The unit
    must be available for immediate delivery to CFIA warehouse in Winnipeg
    The unit must meet or exceed specifications below
    The quote must include shipping costs and a minimum five year warranty on parts and labor.
    The equipment must be delivered before June 30, 2021.
    Technical specifications
     The unit has to fit in footprint 68.5” wide and 36.5” deep. Unit cannot be higher 40”
     The capacity of freezer must be at least 230 L.
     Must have an ability to connect to LN2 backup.
     Must be able to maintain temperature at -150°C. The adjustments must be in 1°C
    increments.
     Must have remote alarm contacts (N.O. & N.C. type, max contact rating -DC 30V, 2
    Amp) which allows for hook-up to auxiliary central alarm monitoring systems.
     Must have an adjustable temperature alarm points, with visual and audible alarms,
    backed up by rechargeable batteries
     Must have an access port for adding secondary temperature probes.
     Must have casters to facilitate moving and at least two (2) adjustable levelling feet.
     Must have lockable latch.
     Must have CFC free refrigerants.
     Must have a display informing about current temperature, set points, warning messages,
    alarms.
     Must operate on 208-230V 60Hz single phase 15A current and use 6-15 (NEMA type)
    plug.
     The operations manual must be provided in paper or electronic format in English.
     The device must be CSA approved or equivalent for use in Canada.
