Defence Construction Canada – Request for Proposals (RFP): Innovative Solution for Green Heat: Low Carbon Energy Generation for Heating Existing Buildings, Project KN21IDEA, CFB Kingston, Ontario
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Proposals from Proponents to provide the following professional services: Design and construction of an innovative heating solution for building VC31, located at CFB Kingston.
This project is being conducted under the Innovation for Defence Excellence and Security (IDEaS) program, which includes a “Test Drive” element as the mechanism to operationally test innovative solutions that are at a high readiness level. The objective of this project is to acquire, install, and operate a low carbon energy generation system for heating an existing building in order to assess the effectiveness and costs of such a technology. The empirical data collected from this project will be used to develop the business case elements of a net zero feasibility study, options analysis, and required funding for the modernization and GHG emissions reductions efforts for the entire DND infrastructure portfolio, thus contributing to the Government of Canada’s mandate that its building and facilities operations be carbon neutral by 2050. The intent is to operate and maintain the selected technology for approximately two years to validate its performance over multiple seasonal fluctuations.
Information provided by the Proponents will be evaluated using the established criteria in the RFP. The objective of this RFP is to select the proponent with the highest total score.

The Rough Order of Magnitude estimate for this project is $5,500,000.00.
Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System.
