    1. Background

Canadian Coast Guard (CCG) took acceptance of nine new “Hero Class” Mid-Shore Patrol Vessel (MSPVs) built by Irving Shipyards between 2012 and 2014. The vessels operate across the country in salt, brackish and fresh waters.

MSPVs use an Allied crane (MODEL TB10-23) for the launching and recovering of Rigid Hull Inflatable Boat (RHIBs) and for cargo handling. This crane was designed to launch RHIBs dynamically in weather up to Sea State 5.

This training is in response to several hazardous occurrences.

A Hazardous Occurrence #HO-CA-2017-143 involved a RHIB being lowered uncontrollably on to the deck, injuring crew members. This was due to a fault in the Constant Tension function and as a result up until recently Constant Tension had been disabled on vessels.

A resulting action plan was generated, including direction for the constant tension function.

This training is to meet the recommendations of the resulting action plan, and to coincide with the reactivation of the Constant Tension function.
