5P468-21-0070/A Sprinkler System – Jasper National Park
Requirement:
Parks Canada Agency (PCA) is inviting firms (engineering or other joint ventures) to submit proposals to provide a full range of professional services including, but not limited to: design (mechanical, civil, other), tender development, impact assessment, construction administration and post-construction professional services. It is expected the project team has expertise in wildland fire suppression and/or varied elevation irrigation systems through sub-consultants, specialists or identified key personnel.
The scope of work will include any combination of the services identified as basic services and/or additional services, including sub-consultants: water delivery specialists, irrigation specialist, civil engineering, surveying, impact assessment specialists, mechanical engineering, electrical engineering, cost management, commissioning agent, scheduling management, and any other specialty professionals’ services as proposed by the prime consultant.
Optional Site Visit:
- There will be an optional site visit on August 10, 2021 at 10:00 AM MDT. Interested proponents are to meet at the junction Bonhomme and Poplar in Jasper National Park. Proponents attending the site visit will need to be fit to hike for 3-4 hours, self supported (about 10 km total), wear sturdy outdoor clothing and appropriate footwear.
- Please be advised that there will be a limit of two (2) representatives per proponent attending the site visit.
- Proponents must RSVP to the contracting authority by August 9, 2021 at 12:00 PM MDT
- In accordance with provincial health regulations, interested proponents must be symptom free, wear a face mask and observe social distancing from others on site.
- Proponents who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a proposal. Any clarifications or changes to the proposal solicitation resulting from the site visit will be included as an amendment to the proposal solicitation.

Enquiries regarding this bid must be submitted in writing and should be received no later than eight (8) business days prior to the date set for solicitation closing to allow sufficient time to provide a response. Enquiries received after that time may result in an answer NOT being provided.
BIDS RECEIVED BY FAX AND EMAIL WILL BE ACCEPTED AS OFFICIAL.
BIDS RECEIVED IN-PERSON OR BY COURIER WILL NOT BE ACCEPTED.
The only acceptable email address for responses to bid solicitations is

The maximum email file size that Parks Canada is capable of receiving is 15 megabytes.
The Bidder is responsible for any failure attributable to the transmission or receipt of the emailed bid due to file size.
The Bidder should be cognisant of the size of the email as a whole, and not only the attachments. Please take into consideration that some attachments, when sent, may be resized during the email transfer. If the email size is too large, the Bidder should send the bid in multiple emails properly labeled with the solicitation number, project name, and indicate how many emails are included (ex. 1 of 2).

Information:
National Parks Regulations require that all work is to be performed in accordance with the ordinances, laws, rules and regulations set out in the National Park Act.
Bidders that consider themselves qualified to provide this Work and intend to submit bids on this project should obtain documents from the Government Electronic Tendering Service through the Government of Canada tendering service at www.buyandsell.gc.ca/tenders . Addenda, when issued, will be available from the Government of Canada tendering service. Bidders that elect to base their bids on documents obtained from other sources do so at their own risk. Late submissions will not be considered.
The Crown retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
