2V Absolyte Batteries

This procurement is not bound by the obligations presented by CFTA or WTO as per the following limited tendering exceptions:

CFTA Article 513, 1 (b) if the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reason: (v) to ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.; WTO AGP Article XIII 1 (b) where the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute goods or services exist for any of the following reasons: iii. Due to an absence of competition for technical reasons.1 (c) For additional deliveries by the original supplier of goods or services that were not included in the initial procurement where a change of supplier for such additional goods or services: i) cannot be made for economic or technical reasons such as requirements or interchangeability or interoperability with existing equipment, software, services or installations procurement under the initial procurement.

Description:

The Royal Canadian Mounted Police (RCMP) requires a Regional Individual Standing Offer for the supply and delivery of 2V Absolyte 90G13 Batteries as detailed herein at Annex A. Goods are to be provided as required during the period of the Standing Offer in accordance with the requirements, terms and conditions detailed in the tender document. 

The period of the Standing Offer will be three (3) years from date of issuance of the Standing Offer, with two (2) additional extension periods of one (1) year each.

Comprehensive Land Claim Agreement (CLCA) – Tsawwassen First Nation Agreement applies as there may be delivery in the area covered by this agreement.

One Standing Offer will be issued as a result of this RFSO

Basis of selection:

An offer must comply with the requirements of the Request for Standing Offers and meet all mandatory technical evaluation criteria to be declared responsive. The responsive offer with the lowest evaluated price on an aggregate basis will be recommended for issuance of a standing offer.
