Digitization of Old Age Security (OAS) files

Employment and Social Development Canada (ESDC), which manages OAS applications, receives most OAS applications and related documents in paper format. Once processed, OAS applications must be stored according to specific rules. 

In keeping with ESDC’s vision of modernization, which takes into account OAS file storage constraints, ESDC will digitize the OAS files as this is essential for work continuity and to extend the life of the files.

The client files that require digitization will be relocated in to 1255 Du Blizzard Street in Quebec City. It is assumed that the Bidder will scan the documents on its own premises. ESDC will be responsible for transporting the documents from ESDC’s premises to those of the Bidder. The documents must remain in a secure location on the Bidder’s premises at all times.

Objectives

To digitize 1.9 million Old Age Security (OAS) files, which is equivalent to approximately 22 million pages, from the OAS Processing Centre at the Gare du Palais in Quebec City.

To securely digitize all 1.9 million OAS paper files containing Protected B information in a secure format and place them in a secure digital information space as per the client’s instructions.
